The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

This report, which supplements a comprehensive final evaluation report on the entire effort, looks at the processing and outcomes of child abuse and neglect cases in three of the SK/SS communities -- Burlington, Vermont; Huntsville, Alabama; and Kansas City, Missouri. The study employed a case tracking methodology, which follows a sample of cases across multiple agencies and collects details on each agency's involvement with the case. It attempted to model earlier case tracking efforts by the sites themselves and their local evaluators, which had collected potential baseline data for comparison. In Kansas City, the new data collection focused on sexual abuse cases reported to child protective services in 2002, and in Huntsville, on child abuse and neglect cases opened for child protective services in 2002. In Burlington, the study sampled child abuse and neglect cases that were filed in the Family Court in 2002-2003.

When a child is removed from their parent's custody due to parental abuse or neglect, the child is sometimes placed in temporary custody through dependency court. Difficult and emotionally laden legal decisions occur within dependency court, including determining whether (and where) a child should be temporarily placed or whether a child should be returned to the parent's custody. Over 6 million children experienced some type of child maltreatment in 2013, with 144,000 receiving foster care services (Child Maltreatment, 2013). Legal decision-makers, including judges, case workers, and social workers have the important task of determining what placement is in the best interest of the child. What factors shape decisions in child custodial cases? Chapter One of this book reviews empirical evidence suggesting that the race of the child and parent plays a role in shaping child custodial decisions. Chapter Two presents a feminist, social constructionist theoretical conceptualisation, entitled relational trust theory, that describes the effects of gendered power dynamics on the perception of the other partner as trustworthy in adult-survivor couple interactions; and expounds on the findings of a longitudinal grounded theory study that identified clinical processes of Socio-Emotional Relationship Therapy (SERT) that helped adult-survivor couples transform their gendered power disparities and engage in relationally safe ways that supported a trusting emotional culture. Chapter Three provides a description of Parent-Child Interaction Therapy (PCIT), a rationale for its use with parents and children who have experienced CAN, and an overview of PCIT's evidence base for both intervening with and preventing future CAN.
