The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Pretreatment of nuclear wastes now stored at several U. S. Department of Energy sites ranges from simple solid-liquid separations to more complex chemical steps, such as dissolution of sludges and removal of selected radionuclides, e. g. , 90Sr, 99Tc, 137CS, and TRU (transuranium) elements. The driving force for development of chemical pretreatment processes for nuclear wastes is the economic advantage of waste minimization as reflected in lower costs for near-surface disposal compared to the high cost of disposing of wastes in a deep geologic repository. This latter theme is expertly and authoritatively discussed in the introductory paper by J. and L. Bell. Seven papers in this volume describe several separations processes developed or being developed to pretreat the large volume of nuclear wastes stored at the US DOE Hanford and Savannah River sites. These papers include descriptions of the type and amount of important nuclear wastes stored at the Hanford and Savannah River sites as well as presently envisioned strategies for their treatment and final disposal. A paper by Strachan et al. discusses chemical and radiolytic mechanisms for the formation and release of potentially explosive hydrogen gas in Tank 241-SY-101 at the Hanford site.

Although borosilicate glass has become the standard waste form, additional research in this compound is still necessary. With improved technology (particularly processing technologies) and with a more detailed knowledge of repository conditions, glasses and second generation waste forms with improved performance properties can be developed. Sustained research programs on nuclear waste form development will yield results that can only add to public confidence and the final, safe disposal of nuclear waste. The aim of this volume is to provide a 'spring board' for these future research efforts. A detailed presentation is given on the properties and performance of non-crystalline waste forms (borosilicate glass, sintered glass, and lead-iron phosphate glass), and crystalline waste forms (Synroc, tailored ceramics, TiO 2 - ceramic matrix, glass-ceramics and FUETAP concrete). A chapter on Novel Waste Forms reviews a number of methods that warrant further development because of their potential superior performance and unique applications. The final chapter includes a tabulated comparison of important waste form properties and an extended discussion on the corrosion process and radiation damage effects for each waste form. Of particular interest is a performance assessment of nuclear waste borosilicate glass and the crystalline ceramic Synroc. This is the first detailed attempt to compare these two important waste forms on the basis of their materials properties. The discussion emphasizes the difficulties in making such a comparison and details the types of data that are required. Each chapter has been written by an expert and includes a current compilation of waste form properties with an extensive list of references. This volume will provide a stimulus for future research as well as useful reference material for scientists working in the field of nuclear waste disposal and materials science.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.
