Legis lative requirements set new standards for measurement and control all around us, which must be met by the most appropriate of the technologies available, commensurate with the costs involved. Optical fiber sensor technology has a major part to play in this process, both to complement existing technologies and to promote new solutions to difficult measurement issues. The developments in new sources and detectors covering wider ranges of the electromagnetic spectrum, with higher sensitivity, allow the use of techniques that some time ago would have been considered inappropriate or lacking in sufficient sensitivity.

The present book intends to cover the main topics of this NATO ASI through 32 chapters distributed over two parts (Part I: “Materials and Technologies” and Part II: “Applications to Environment, Health and Security”). The scientific programme of the NATO ASI consisted in 28 1-hour lectures given by 14 invited lecturers, 5 additional 1-hour lectures given by seminar speakers, 22 oral presentations by selected ASI participants and a poster session. The programme was divided into four sessions: (1) Advanced materials and technologies; (2) Sensors for environment; (3) Sensors for health; (4) Sensors for security. During the “Advanced Materials and Technologies” session (Part I of the present book), the lectures were dedicated to critical analyses of current methods for the synthesis of materials, nanomaterials (nanoparticles, nanowires, nanotubes, ...) and nanocomposites to be used for the fabrication of sensing devices, mainly semiconductor sensors. Among the synthesis methods, chemical (sol-gel, etc. ) and physical methods (laser deposition, DC magnetron sputtering, etc. ) were discussed. Several lectures addressed characterization techniques and it was concluded that the physical and chemical control of the materials/nanomaterials, including surface chemistry, remains a key issue for the reproducibility of the final device.

Sensors, being the most vital part of the electronic data processing and decision making machines, stand to gain the most from engineering of the properties of materials. Microfabrication technology has already contributed significantly to the batch fabrication of micro-sensors with higher over all qualities compared to their counterparts that are fabricated using other methods. Batch fabrication of micro-sensors i) results in more uniform properties of co-fabricated devices, ii) nearly eliminates the need for characterization of individual sensors, and iii) eliminates a need for laborious alignment procedures. A less obvious benefit of using microfabrication methods is the possibility of precise control over the dimensions of the sensor. This control enables engineering of some of the properties of the material which affect the sensor's operation. There are many examples of this in the literature. Optical sensors are known to have superior properties over their counterparts that use other (i. e. ; electrostatic and magnetic) means of detection. To name a few, these advantages are: i) immunity to electromagnetic interferences, ii) higher sensitivities compared to the other types of sensors, iii) simplicity of operation principles, and iv) simplicity of overall construction.

Various European Directives already provide a framework for the control of aquatic substances, the quality of bathing, surface and drinking water and effluent control. Such regulatory measures are closely related to analytical measurements. In order to comply with these regulations on a permanent basis, treatment plants and distribution companies, as well as water users and polluters, need to implement automated measuring techniques, such as sensors and other analytical tools in continuous or sequential mode to obtain suitable alarm systems and facilitate the management of water resources and decision making processes. This approach is in continuous evolution within the European Union. In view of the consequences of wrong measurements, it is vital that reliable quality control systems be achieved and maintained. At present, only a small range of analytical parameters can be measured automatically, it is therefore necessary to develop and validate new methods to extend the list of parameters. The development of new methodologies requires that the most recent know-how in fields such as optics, electrochemistry, biochemistry, chemometrics and others be shared by experts. In order to identify possible actions to be undertaken in the field of standards, measurements and testing for monitoring water quality, the Standards Measurements and Testing (SMT) Programme of the European Union, organised a European workshop that was held in Nancy 29-31 May 1997. This workshop bought together researchers and industrial users with the aim to make an overview of the present state-of-the-art, to consider possible improvements in existing techniques and the need and possibilities of developing new advanced technologies.
