Book excerpt: The symposium "Pacific Salmon and Their Ecosystems: Status and Future Options',' and this book resulted from initial efforts in 1992 by Robert J. Naiman and Deanna J. Stouder to examine the problem of declining Pacific salmon (Oncorhynchus spp.). Our primary goal was to determine informational gaps. As we explored different scientific sources, state, provincial, and federal agencies, as well as non-profit and fishing organizations, we found that the information existed but was not being communicated across institutional and organizational boundaries. At this juncture, we decided to create a steering committee and plan a symposium to bring together researchers, managers, and resource users. The steering committee consisted of members from state and federal agencies, non-profit organizations, and private industry (see Acknowledgments for names and affiliations). In February 1993, we met at the University of Washington in Seattle to begin planning the symposium. The steering committee spent the next four months developing the conceptual framework for the symposium and the subsequent book. Our objectives were to accomplish the following: (1) assess changes in anadromous Pacific Northwest salmonid populations, (2) examine factors responsible for those changes, and (3) identify options available to society to restore Pacific salmon in the Northwest. The symposium on Pacific Salmon was held in Seattle, Washington, January 10-12, 1994. Four hundred and thirty-five people listened to oral presentations and examined more than forty posters over two and a half days. We made a deliberate attempt to draw in speakers and attendees from outside the Pacific Northwest.

Estimated abundance of Chinook Salmon emigrants varied from 8,212 to 128,607 fish in the Salmon basin (n = 9 traps) and was 2,526 fish at Crooked River trap, the only trap in the Clearwater River basin where an estimate for Chinook Salmon was possible. Estimated abundance of Chinook Salmon for the BY2017 cohort (trapped during 2018 and spring 2019) varied from 2,086 to 8,949 fish in the Salmon River basin (n = 9 traps) and was 305 fish at the Crooked River trap. Estimated abundance of steelhead emigrants in 2019 varied from 944 to 18,870 fish in the Salmon River basin (n = 9 traps) and from 283 to 6,864 fish in the Clearwater River basin (n = 4 traps). For both species, emigrant estimates are paired with adult spawner estimates. We present adult-to-juvenile productivity for both species where data were available. Estimated adult-to-juvenile productivity of Chinook Salmon at trapping locations for BY2017 varied from 126 to 2,567 emigrants per female spawner in the Salmon River basin (n = 10 traps) and 306 emigrants per female spawner at Crooked River. Chinook productivity of smolts to Lower Granite Dam for BY2017 varied from 51 to 1,112 smolts per female spawner from the Salmon River basin (n = 10 traps) and 184 smolts per female spawner from Crooked River. Steelhead productivity at trapping locations from BY2014 varied from 0 to 714 emigrants per female in the Salmon River basin (n = 6 traps) and from 0 to 501 emigrants per female in the Clearwater River basin (n = 4 traps). Differences in productivity among populations within major population groups as well as differences among major population groups was observed along with density dependence, with fewer juveniles per female surviving as female abundance increased. The pairing of adult and juvenile abundance data provided insight into the variation in habitat and stock characteristics for Chinook Salmon and steelhead trout populations throughout Idaho. Information gathered helps support recreational fisheries and guides the implementation of future habitat restoration projects.

Chinook productivity of smolts to Lower Granite Dam for BY2018 varied from 40 to 382 smolts per female spawner from the Salmon River basin (n = 9 traps) and no estimate from Crooked River as no redds were observed in 2020. Steelhead productivity at trapping locations from BY2015 varied from 38 to 624 emigrants per female in the Salmon River basin (n = 7 traps) and from 124 to 451 emigrants per female in the Clearwater River basin (n = 4 traps). Differences in productivity among populations within major population groups as well as differences among major population groups were observed along with density dependence, with fewer juveniles per female surviving as female abundance increased. The pairing of adult and juvenile abundance data provided insight into the variation in habitat and stock characteristics for Chinook Salmon and steelhead populations throughout Idaho.

Three weirs and three PIT tag detector array sites were in the Clearwater River basin, whereas four weirs and seven PIT tag detector array sites were in the Salmon River basin. Some of these monitoring structures had small sample sizes, resulting in unreliable abundance and diversity estimates. Steelhead escapement ranged from zero fish in the Upper Lemhi River to 475 (95%CI 409‒546) fish in the Lochsa River. Across all sites, 47.9% of returning adults were 1-ocean,48.6% were 2-ocean, 1.2% were 3-ocean, and 1.2% were repeat spawners. Sex ratios varied from 33.0% females in the upper Salmon River to 100.0% females in the lower Lemhi River. Adult-to-adult productivity estimates for brood year (BY) 2015 are now complete with the last of that cohort returning in 2022. Productivity estimates for BY 2015 (n = 9 locations) varied from 0.03recruits per spawner in the East Fork Salmon River to 0.39 recruits per spawner in Pahsimeroi River. Steelhead were below replacement at all monitored locations (Big Bear Creek, East Fork Potlatch River, Fish Creek, Rapid River, Big Creek, Lemhi River, Pahsimeroi River, East Fork Salmon River, and the upper Salmon River) for BY 2015. Productivity increased from BY 2014 to BY 2015 at Big Bear Creek, East Fork Potlatch River, Pahsimeroi River, and upper Salmon River and decreased in all other locations. Including BY 2016, productivity has been below replacement for the last 5 to 9 BYs, except for the upper Salmon River which is above replacement at 1.49recruits per spawner. At all locations except for Big Creek and the Lemhi River, the trend in spawner abundance decreased as the number of recruits per spawner increased, suggesting density dependent mechanisms are occurring. The productivity data series at Big Creek and the Lemhi River are the two shortest data series considered in this report, and additional years may reveal density-dependent mechanisms. The smolt-to-adult return (SAR) rates for fish from Big Bear Creek, Fish Creek, Big Creek, and the Lemhi River were 0.7%, 1.5%, 1.0%, and 0.16%,respectively. All SARs fell below the range of the Northwest Power and Conservation Council Fish and Wildlife goal (2.0–6.0%).

Data are collected in selected spawning tributaries in the Clearwater and Salmon river drainages to provide the populationspecific demographic information needed for management and assessment. NOAA Fisheries is conducting a five-year ESA status review for Idaho steelhead in 2020; part of this review is an analysis of habitat occupancy and spatial structure within populations. We assessed occupancy of major and minor spawning aggregates of steelhead using presence of age-1 parr (fish in length group 74-124 mm) from 1997 to 2019. There were 11,848 stream surveys conducted in the Clearwater and Salmon major population groups during this time period. The data suggest that most spawning aggregates have a high rate of occupancy through time. Steelhead were detected in 55% of surveys and there was evidence of occupancy for all time periods in 36% of all spawning aggregations. These estimates are likely conservative, as a small section of river was used to assess occupancy for a larger spatial extent.

Steelhead were below replacement at all locations (Big Bear Creek, East Fork Potlatch River, Fish Creek, Rapid River, Big Creek, Lemhi River, Pahsimeroi River, East Fork Salmon River, and the upper Salmon River) for BY 2012. Mean productivity estimates for populations across all completed BYs varied from 0.35 recruits per spawner in Big Creek to 3.12 recruits per spawner in the Pahsimeroi River. Productivity decreased from BY 2011 to BY 2012 at all locations except Fish Creek. Productivity at Fish Creek increased by 21.7% from BY 2011 to BY 2012. At all locations except for Big Creek and the Lemhi River, recruits per spawner decreased as spawner abundance increased, suggesting density dependent mechanisms are occurring. The smolt-to-adult return (SAR) rates for fish from Big Bear Creek, Fish Creek, Big Creek, and the Lemhi River to Bonneville Dam were 0.7%, 0.1%, 0.0%, and 0.2%, respectively, for the migration year 2015. The SARs for all four populations fell below the range of the Northwest Power and Conservation Council Fish and Wildlife goal (2.0–6.0%).
