Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines foreclosure sales of single-family homes in eight communities in the Boston Metro area and the price appreciation from purchase of a foreclosed property through to a subsequent fair market, arms-length sale. The post foreclosure sale price appreciation of the foreclosed properties is compared with price appreciation of fair market, arms length sales to discern the effects of a foreclosure on future price appreciation. RESULTS The magnitude of the price appreciation may be positively influenced, or in part, caused by investment to remediate defects in the property or to cure problems due to endemic disinvestment. On the other hand, it is quite probable there is a negative effect due to intractable problems and or stigma which cannot be cured with money or sweat equity; i.e. socio-economic factors such as changes in crime and poverty rates, macroeconomic conditions, floods or other natural mishaps. Price appreciation, as measured through actual repeat sales, from 8 cities in the Boston Metro area, indicate foreclosed properties appreciate more rapidly than normative, arm's length transactions in those same markets. The results were unclear for sales pairs initiated in 1991-1994, during a relatively flat market. However results are significant with sales pairs initiated in 1995-1997 and 1998-2000, during the real estate recovery and over various holding periods up to five years, using repeat sales data from 1987 through 2007. The Foreclosed Sale Pairs initiated from 1995-2000 dominated the Market Sale Pairs initiated during the same years over the two to five year holding periods.

Book excerpt: This paper uses data on house transactions in the state of Massachusetts over the last 20 years to show that houses sold after foreclosure, or close in time to the death or bankruptcy of at least one seller, are sold at lower prices than other houses. Foreclosure discounts are particularly large on average at 28% of the value of a house. The pattern of death-related discounts suggests that they may result from poor home maintenance by older sellers, while foreclosure discounts appear to be related to the threat of vandalism in low-priced neighborhoods. After aggregating to the zipcode level and controlling for regional price trends, the prices of forced sales are mean-reverting, while the prices of unforced sales are close to a random walk. At the zipcode level, this suggests that unforced sales take place at approximately efficient prices, while forced-sales prices reflect time-varying illiquidity in neighborhood housing markets. At a more local level, however, we find that foreclosures that take place within a quarter of a mile, and particularly within a tenth of a mile, of a house lower the price at which it is sold. Our preferred estimate of this effect is that a foreclosure at a distance of 0.05 miles lowers the price of a house by about 1%.

Available in PDF, EPUB and Kindle. Book excerpt: Well-known fair housing and fair lending activists and organizers examine the implications of the new wave of fair housing activism generated by Occupy Wall Street protests and the many successes achieved in fair housing and fair lending over the years. The book reveals the limitations of advocacy efforts and the challenges that remain. Best directions for future action are brought to light by staff of fair housing organizations, fair housing attorneys, community and labor organizers, and scholars who have researched social justice organizing and advocacy movements. The book is written for general interest and academic audiences. Contributors address the foreclosure crisis, access to credit in a changing marketplace, and the immoral hazards of big banks. They examine opportunities in collective bargaining available to homeowners and how low-income and minority households were denied access to historically low home prices and interest rates. Authors question the effectiveness of litigation to uphold the Fair Housing Act’s promise of nondiscriminatory home loans and ask how the Consumer Financial Protection Bureau is assuring fair lending. They also look at where immigrants stand, housing as a human right, and methods for building a movement. Chester Hartman is an urban planner, academic, author of more than twenty books, and director of research for the Poverty & Race Research Action Council. Gregory Squires is a professor of sociology, public policy, and public administration at George Washington University and advisor to the John Marshall Law School Fair Housing Legal Support Center.

Book excerpt: The Affordable Housing Reader brings together classic works and contemporary writing on the themes and debates that have animated the field of affordable housing policy as well as the challenges in achieving the goals of policy on the ground. The Reader – aimed at professors, students, and researchers – provides an overview of the literature on housing policy and planning that is both comprehensive and interdisciplinary. It is particularly suited for graduate and undergraduate courses on housing policy offered to students of public policy and city planning. The Reader is structured around the key debates in affordable housing, ranging from the conflicting motivations for housing policy, through analysis of the causes of and solutions to housing problems, to concerns about gentrification and housing and race. Each debate is contextualized in an introductory essay by the editors, and illustrated with a range of texts and articles. Elizabeth Mueller and Rosie Tighe have brought together for the first time into a single volume the best and most influential writings on housing and its importance for planners and policy-makers.
