Book excerpt: This book begins with the claims of policymakers and explores charter schools at each stage of the policymaking process, from legislation to implementation. Powers carefully and thoroughly examines how features of schools' policy contexts shape the ways that charter school reform unfolds at schools, providing a nuanced portrait of the schools participating in this much discussed and little understood reform movement. While policymakers are often prone to making sweeping claims about the efficacy of charter schools, in practice charter school reform is much more complex. By drawing on an extensive and compelling range of data, Powers assesses the validity of policymakers claims.

Available in PDF, EPUB and Kindle. Book excerpt: Sponsored by the Association for Education Finance and Policy (AEFP), this groundbreaking new handbook assembles in one place the existing research-based knowledge in education finance and policy, thereby helping to define this evolving field of research and practice. It provides a readily available resource for anyone seriously involved in education finance and policy in the United States and around the world. The Handbook traces the evolution of the field from its initial focus on school inputs and the revenue sources used to finance these inputs to a focus on educational outcomes and the larger policies used to achieve them. It shows how the current decision-making context in school finance inevitably interacts with those of governance, accountability, equity, privatization, and other areas of education policy. Because a full understanding of the important contemporary issues requires input from a variety of perspectives, the Handbook draws on contributors from a variety of disciplines. While many of the chapters cover complex state-of-the-art empirical research, the authors explain key concepts in language that non-specialists can understand.

Book excerpt: Written by a parent and school board member, who first embraced many of the ideas of the modern school reform movement, Schoolhouse Shams lays bare much of the mythology and misinformation that underpin many of the failed school reform policies of the last decade. Many of the top strategies of the highly publicized school reform movement already have been tried out in St. Louis with disastrous results. Along with demonstrating the failure of school reform prescriptions to improve education, the experience of St. Louis demonstrates that the ideological premise of the reform movement, that a focus on providing opportunities for private profit-taking will necessarily improve schools, is both wrong and conflicts with the ideals of democracy, accountability, and justice.

Book excerpt: From 1965 to 2005, the United Teachers of New Orleans (UTNO) defied the South's conservative anti-union efforts to become the largest local in Louisiana. Jesse Chanin argues that UTNO accomplished and maintained its strength through strong community support, addressing a Black middle-class political agenda, internal democracy, and drawing on the legacy and tactics of the civil rights movement by combining struggles for racial and economic justice, all under Black leadership and with a majority women and Black membership. However, the devastating effects of Hurricane Katrina provided the state government and local charter school advocates with the opportunity to remake the school system and dismantle the union. Authorities fired 7,500 educators, marking the largest dismissal of Black teaching staff since Brown v. Board of Education. Chanin highlights the significant staying power and political, social, and community impact of UTNO, as well as the damaging effects of the charter school movement on educators.

Available in PDF, EPUB and Kindle. Book excerpt: Poverty is an educational issue because it affects children's physical, emotional, and cognitive development. Especially in current times, taken-for-granted ideas about poverty and poor children must be scrutinized and reconsidered. That is the goal of this book. Poverty and Schooling in the U.S.: Contexts and Consequences is in part a plea for educators and future educators to undertake the intellectual and emotional work of learning more about the social causes, as well as the sometimes life-altering consequences of poverty. Although such efforts will not eradicate poverty, they can help form more insightful educators, administrators, policymakers, and researchers. The book is also an effort to bring to the table a larger conversation about the educational significance of the social and legal policy contexts of poverty and about typical school experiences of poor children. Poverty and Schooling in the U.S.: Contexts and Consequences: *describes what teachers need to know or to understand about the contexts and consequences of poverty; *provides information and analysis of the social context of poverty; *examines the experience of many children and families living in poverty; *documents the demographics of poverty and offers a critique of the official U.S. poverty metric; *reports on continuing and significant disparities in school funding; *presents historical context through a broad-brush review of some of the landmark legal decisions in the struggle for educational opportunity; *looks at some typical school experiences of poor children; *considers the consequences of the federal No Child Left Behind Act; and *offers suggestions about the kind of educational reform that could make a difference in the lives of poor children. This book is fundamental for faculty, researchers, school practitioners, and students across the field of education. It is accessible to all readers. An extensive background in social theory, educational theory, or statistics is not required.

Book excerpt: Improving Schools: Studies in Leadership and Culture is the seventh in a series on research and theory dedicated to advancing our understanding of schools through empirical study and theoretical analysis. This book is organized around two broad concepts—leadership and culture, which have important implications for improving schools. The book begins with an analysis of the saliency of trust in the culture of schools. In the first chapter, Patrick Forsythís review of the consequences of school trust sets the tone for seeking and developing school cultures that enhance high academic performance of students. The investigation of school trust is traced over several decades at four research universities as scholars at each institution conceptualized, refined, and examined the consequences of school trust. It seems fair to conclude that a school culture that is anchored in values and norms of faculty trusting students and parents facilitates high academic achievement and positive outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: How can a personal desire to leave a lasting mark and criticism of the German university system lead to the establishment of an internationally renowned institution of higher education? Klaus Brockhoff provides the answer to this question by accurately tracing the detailed 35-year history of WHU – Otto Beisheim School of Management – and highlighting all of its highs and lows in the process. Despite the challenges associated with founding and operating an institution of higher education, it was always and will continue to be the remarkable spirit of the donor, university administration members, employees as well as students, alumni and sponsors that make a decisive contribution to the overall success of WHU. At the same time, the history of WHU may also serve as an example for other universities wanting to position themselves successfully amid international competition that is becoming increasingly dynamic. Ever since the establishment of WHU, Professor Dr. Dr. h. c. Klaus Brockhoff has been monitoring the institution's evolution, served as its dean for five years and then went on to be part of the foundation's Executive Board for 13 years. His presentation relies on a comprehensive document analysis in addition to personal conversations with numerous contemporary witnesses and members of WHU. The Beisheim foundations in Switzerland and Germany remain committed to promoting the philanthropic legacy of Otto Beisheim, one of the co-founders of Metro. At the same time, both foundations are the primary sponsors of WHU, which has borne the name of the entrepreneur – Otto Beisheim School of Management – ever since he demonstrated such impressive personal commitment in 1993. The Beisheim foundations are the editors of this publication, which will also be published in German.

Available in PDF, EPUB and Kindle. Book excerpt: Can public schools in America be saved? This book considers theory, current practice, and the common school ideal through a historical lens to arrive at practical suggestions for reforming contemporary public education. Despite dramatic, sweeping changes in recent decades, a strong case can be made for guiding the reformation of contemporary public education in the United States on common school ideology of the nineteenth century. The author argues that the common school remains a public institution capable of preparing America's youth to contribute to the community in a positive manner, and that education must be treated at a public good where all children—regardless of social class—have a right to a quality education. The work includes a thorough overview of Horace Mann's writings on K–12 public education that support the common school ideal—concepts that are over 150 years old, yet still highly relevant today.
