For instance, the Egyptian Abdel Malek I in La diaiectique sociaie, writes: 'At the starting point, whose broad lines we sketch here, there is evidence of inadequation, deriving from the fact of difference. Inadequation of the conceptual system of the social sciences. Differences between Western societie- which have provided the larger part of the analytical material for the con ceptual elaboration and establishment of theoretical systems in different disciplines - on the one hand, and non-Western societies (those of Asia, Africa and Latin America) on the other hand. ' This does not mean that the author impugns universalism and that he advocates enclosing the Third World in a sort of intellectual ghetto, overemphasizing its specificity, and constituting as it were 'reserves' designed to highlight the exotic aspect for the benefit of foreigners. 2 On the contrary, what he takes sociology to task for is its insufficiently universal and universalizing nature. This being so, his aim is to make concepts more universal and to rebuild theory with the help of reshaped concepts. Abel Malek's criticisms are largely justified. There is indeed a certain eurocentricity in the theories elaborated by political scientists, even if they deny it.

Book excerpt: Madagascar’s constitution of August 19, 1992 brought hope to a population exhausted by economic failures associated with a failed experiment in scientific socialism and years of mismanagement. The repetition of transparent elections and the promulgation of “good governance” in the years that followed appeared to serve as an indicator of institutional strengthening and, by extension, progress. Unfortunately, a broader institutional analysis points toward a series of shocks to the political system by way of legal, but highly detrimental, juridical and constitutional shifts to the system. These shocks were meant to serve particularized political networks with long clientalistic roots and were made possible by the narrow vision of institutionalism that did not take careful stock of those networks or the leaders at the top of them. Little effort was made to look beyond a legislature brought in by careful elections but producing legislation serving individuals, the ways in which inchoate political parties distort institutional outcomes and the potential for institutionalization, the weakness of civil society to offer opportunities for popular engagement, or the use of donor-funded decentralization programs to build ministries that served as powerful and rapid proxies for leadership centralization. By the time the celebrated president, Marc Ravalomanana, was overthrown in March 2009 it became clear that there were few opportunities to seed political opposition and such limited space between individual leaders and primary institutions of public management that critical state functions immediately began to unravel. In this book the author considers the institutions of the Third Republic, how they formed, and why they looked like models for democratic change before turning to consider how the institutions themselves have been manipulated in plain sight by leaders looking to champion their own networks. He concludes that the rise of the Fourth Republic in 2010 did little to address these underlying concerns and argues that a new agenda is in order to consider not just the way in which institutions form, but the way in which networks of power, and leaders at the top of those networks, grow and change malleable institutions in young democracies with few avenues of accountability.

Since World War II, individuals and institutions from around the world have been concerned with state repression/human rights violations and since about 1990, a robust empirical literature has emerged to investigate what drives this behavior up or down (i.e., exploring variation). While useful, this work has generally ignored important aspects of the "Death/Life cycle" of state repression: i.e., its onset, escalation, termination and recurrence. Such an approach is important because different explanations and policies might be relevant for different parts of the cycle. Exploring a new database of repressive spells from 1976-2006 and new theory regarding spells, The Death and Life of State Repression breaks new ground in a variety of different ways. The book argues that repression is a sticky process that is largely slow-moving and non-adaptive. Consequently, change in this behavior is rare unless the ruling cohort is perturbed in some manner. What perturbs is somewhat surprising. The authors do not argue or find support for the predominant variables/policies advanced by the international community (i.e., naming/shaming, international law, military intervention and economic sanctions). Rather, their research advances and finds that political democratization plays a crucial role in reducing and stopping most aspects of repressive spells, and democratization itself is influenced by non-violent direct action. The book has major implications for those who wish to study state repression, as well as those who have an interest in trying to reduce and stop it from occurring across the Death/Life cycle. The path to less repressive behavior has never been clearer.
