It has not been their object to list or to describe these dwelling houses after the manner of a guide-book, but to show how the fashions of its architecture, though imported and constantly modified by new ideas brought chiefly from England, have yet maintained local characteristics, resulting in quite a distinctive style which has steadily persisted and been developed. This development lies spread before us in the Charleston streets, where the houses of successive periods stand side by side, so little altered that the stranger is rather struck by the atmosphere and interest of the place as a whole than by the beauty or quaintness of a few outstanding edifices. In trying to convey this impression we have naturally had to select out of the many available examples houses which, by their marked type, show best this thread of architectural growth, and we have treated of the families which constructed or dwelt in these houses. It is manifestly impossible to treat, even in a volume of this size, of every historic relic, but this necessary restraint has been harder because each public or private building has a history of its own, and about no place in this country has a greater mass of historical tradition collected. During the seventy-one years of its history, two thousand three hundred and forty- orphan and destitute children have been maintained and educated upon its bounty, and provision has been made for the useful employment of the two thousand and six who have left the institution during that period. The number of boys and girls now in the house is three hundred and thirty-four. In their care and education, twenty-throe officers, instructors and assistants are employed. Making the entire resident white population of the household, three hundred and fifty-seven. The government of the institution is committed to a Board of twelve Commissioners, elected annually by the City Council. The current expenses of the establishment are defrayed in part out of the public endowment fund of the institution, held by Trustees, and which amounts to 168,489 60. The excess of the expenditures over the income thus derived, is provided for by annual appropriations of the Municipal Council from the general treasury of the city. A private fund, amounting to 876,775 98, is placed by ordinance of the city, under the immediate control of the Board of Commissioners. The income of this fund is appropriated by the said Board to the personal comfort and advancement of the children, and to the benefit of other members of the household. The appraised value of the real estate of the Institution, embracing the buildings and grounds north of Calhoun street, is $420,000. Book excerpt: Excerpt from Tidal System of Drainage: For Upper Wards of Charleston, South-Carolina The drainage by sewers of the Lower Wards of the city having proved very inefficient, and as a considerable portion of the neck, now constituting the Upper Wards, has been lately annexed to the city, it has been deemed advisable to propose some system, by which, drains, that may be constructed from time to time, though separate and detached at first, may ultimately become portions of a general plan, forming a combination, by which they might be made subservient to the cleansing of each other. In early times the drainage of the Lower Wards was commenced by laying a deep drain in East-Bay street, between Queen and Tradd, from which others extended up Queen and Tradd, as far westwardly as King, additional ones branching therefrom. These drains were deep, and their vents into Cooper river were from one to two feet above low-water mark, ascending by inclined planes westwardly into the city. D. 1736, Chartered 17th May, 1751: Revised 23rd April, 1889 After this association had continued for some time, several persons who had a knowledge of the French tongue became members, that they might improve themselves in that language, no other being yet allowed to be Spoken in the Society, and debates would sometimes naturally arise, they found it necessary to have a presiding officer and two constables; but their number being small, it was agreed that their Steward should be the President, and be addressed by the title of Mr. Steward. These regulations continued until the first of September, 1737, when they made further rules, dated the regular commencement of the Club from that day, admitted the English language to be spoken, and adopted the name of the Carolina Club.
