Book excerpt: Uncertainties are widespread in Pacific salmon fisheries, occurring in both biological and management components. Despite recent attempts by scientists to account for uncertainties in stock assessments and incorporate them into advice to managers, some sources of uncertainties are often still ignored. My dissertation addressed four of these sources for Pacific salmon fisheries related to: forecasts of adult abundances, effectiveness of fishing regulations when implemented, the ability of management to achieve stated objectives, and international management institutions. First, despite evidence for long-term increases in age-at-maturity of sockeye salmon (Oncorhynchus nerka), these increases have not been accounted for when forecasting age-specific abundances of adult returns. To account for these trends, I developed a new forecasting model that used a Kalman Filter to track long-term changes in its parameters. Second, stock assessors and managers often assume that management targets are achieved exactly, but outcomes from fishing regulations rarely match targets. I quantified bias and imprecision in this "outcome uncertainty" for sockeye salmon fisheries on the Fraser River, British Columbia, and developed a method to adjust current harvest rules for that source of uncertainty. Third, although my research suggests that these two modifications to forecasting models and harvest rules are feasible, the magnitude of improved performance of management that includes these modifications is not certain. I evaluated the performance of these two modifications in a computer model for sockeye salmon fisheries in British Columbia and Alaska. I found that, compared to the status quo, performance increased when outcome uncertainties were accounted for, but in contrast to initial expectations, this was not the case when accounting for forecasting uncertainty. Fourth, salmon body sizes at a given age have declined across the North Pacific over the last fifty years, in part due to increased competition among salmon populations from different countries for a common pool of prey resources. However, the incentives for collective action to reverse this trend are not clear, creating uncertainties in resolving this common-pool resource problem. I investigated the potential for international cooperation on this problem by identifying the incentives and disincentives for altering behaviour of individual nation states to encourage collective action.

Book excerpt: Because of concerns about overfishing, the Fishery Conservation and Management Act extended U.S. jurisdiction to 200 miles off its coasts and imposed on fishermen responsibilities for conserving and using fishery resources within the 200-mile zone. The act established eight regional fishery management councils to perform certain duties, including preparing management plans. The 1977 and 1978 plans developed by the Pacific Fishery Management Council have objectives of maintaining optimum spawning stock escapements, helping fulfill Indian treaty obligations, and providing all ocean and inland water fisheries the continuing opportunity to harvest salmon. The act requires an increase in the use of economic, social, and ecological factors in the plans in addition to traditional biological considerations. Concerns have been expressed over data used to support Council decisions. Some fisheries officials stated that the Council failed to obtain sufficient social and economic data for the 1977 and 1978 ocean salmon plans. Estimates based on a computer model were that Washington fishermen's net annual salmon catches would increase by 800,000 pounds but that the catch of commercial troll salmon fisheries off the coast of Washington would decrease by up to 1,700,000 pounds. Because of the lack of reliable economic data, the monetary impact of regulatory controls on commercial troll fishermen could not be determined. Concern was also expressed over the adequacy of fishing industry representation on the Council and the Council's consideration of Indian treaty fishing rights. Council officials recognized deficiencies in the database, and several research studies are underway to provide additional information for developing a comprehensive salmon plan for the 1980 fishing season.

Book excerpt: The symposium "Pacific Salmon and Their Ecosystems: Status and Future Options',' and this book resulted from initial efforts in 1992 by Robert J. Naiman and Deanna J. Stouder to examine the problem of declining Pacific salmon (Oncorhynchus spp.). Our primary goal was to determine informational gaps. As we explored different scientific sources, state, provincial, and federal agencies, as well as non-profit and fishing organizations, we found that the information existed but was not being communicated across institutional and organizational boundaries. At this juncture, we decided to create a steering committee and plan a symposium to bring together researchers, managers, and resource users. The steering committee consisted of members from state and federal agencies, non-profit organizations, and private industry (see Acknowledgments for names and affiliations). In February 1993, we met at the University of Washington in Seattle to begin planning the symposium. The steering committee spent the next four months developing the conceptual framework for the symposium and the subsequent book. Our objectives were to accomplish the following: (1) assess changes in anadromous Pacific Northwest salmonid populations, (2) examine factors responsible for those changes, and (3) identify options available to society to restore Pacific salmon in the Northwest. The symposium on Pacific Salmon was held in Seattle, Washington, January 10-12, 1994. Four hundred and thirty-five people listened to oral presentations and examined more than forty posters over two and a half days. We made a deliberate attempt to draw in speakers and attendees from outside the Pacific Northwest.

Thus the study of the decision-making behavior, especially short-run pricing, of wholesale market participants in this industry requires the use of alternative models to the conventional, price-taking, perfect competition model of the firm. This study makes use of concepts advanced in the previous literature on disequilibrium markets and imperfect information, as well as known characteristics of the Pacific- salmon industry, to hypothesize a model of decision-making by buyers and sellers. Sellers determine an optimal asking price based on various indicators to the firm of where its unknown, but downward sloping, demand curve lies, as well as on costs. The reaction of buyers to the asking price is specified, as is implicitly the reaction, in turn, of sellers to buyers' decisions. The model is estimated empirically with the use of weekly data from invoices of wholesale transactions of Pacific salmon for a number of firms. These data represent a unique and rich source of information to the researcher examining decision-making in the firm. Additional information, such as dates of fishing seasons and landings, costs to processors and certain proxy variables, assist in the analysis of the invoice data. Empirical estimation of the model is performed on nineteen subsets of the data, classified by type of salmon product and by firm. The results for the asking price equation reveal that for certain cases seller behavior is consistent with the model of price-searching behavior developed here. Furthermore, these results support previous studies which hypothesize the role of various indicators in the decision-making of the seller. In the case of the buyers' responses to the asking price, however, the model does not appear to be capturing some important factors. Some of the probable issues not incorporated are discussed. Ultimately, then, this research is designed to provide a better understanding of the relationship between decision-making at the firm level and associated market processes in a particular setting: the U.S. Pacific salmon industry.
