Federal legislation that mandated public schools to include students with disabilities in general education classrooms was the impetus for designing the current study. This study explored the attitudes of general educators at the high school level as well as how prepared teachers perceived themselves to be in regards to their ability to teach students with disabilities. The primary goal of this research was to determine whether general educators felt prepared to meet the growing needs of students with various disabilities within an inclusive classroom. The Scale of Teachers' Attitudes Toward Inclusive Classrooms (STATIC), was used in the study to measure teachers' attitudes toward inclusion. Sixty-one general education teachers participated in the study. The researcher analyzed and made recommendations using SPSS. Results from the Pearson Correlation Coefficient were calculated and indicated that there was a statistically significant relationship between Attitude Factor 1 and the number of special education courses taken. The study produced implications for on-going professional development that would benefit general educators seeking to positively impact the learning of students with disabilities.

Teachers’ attitudes can impact students’ achievement and the efficacy of programs if teachers’ attitudes result in programs that are not implemented with fidelity. The attitudes held by teachers toward students can impact all levels of learning and even student socialization. The peer-to-peer interactions can be impacted by teachers’ attitudes because teachers control the culture and climate of the class, which impacts the achievement of students. If the general education teacher holds negative attitudes towards inclusion, these negative perceptions can present as inclusion programs being implemented without fidelity. There needs to be teacher “buy in” to implement programs. This would then imply that general education teachers who hold positive attitudes toward inclusion programs have the potential to provide a benefit toward the programs and student achievement. Just as negative attitudes held by teachers can negatively impact student achievement, positive teacher attitudes have the potential to positively benefit student achievement and learning experiences. Since 1975, educational institutions have had to address how best to meet the needs of students with disabilities. These efforts have taken individuals from educating students in a specialized setting solely for students with disabilities. Today, there is a spectrum of settings for students with disabilities that range from self-contained classes comprised solely of students with disabilities to the general education classroom setting. These changes to the educational system were not born from the belief that vulnerable communities should have the same access and rights as all others. Rather, these educational gains were made through legal battles, civil rights actions, and legislation. So, it is under this landscape that a community of people who were once excluded from school and community were able to participate in the public education system. The researcher conducted this quantitative research by the survey method. Analysis of the data determined what prevalent themes emerged from the data and a comparison of the data.

This leads to the inclusion of students with disabilities in the general education classroom. The following study evaluates the impact that inclusion has on general education teachers. 22 general education teachers were surveyed to determine how inclusion affects their attitude toward multiple variables, including stress level, planning time, enjoyment of teaching, and perceived value of students with special needs. The study found that the majority of teachers feel that students with disabilities are a valuable part of the classroom and are enjoyable to teach. The teachers feel that general education students learn better when students with disabilities are included in the classroom. However, having special needs students included in the classroom takes additional planning time and causes teachers to feel more stressed. Furthermore, the study compares the opinions of teachers with 1-10 years of teaching experience and teachers with 11 or more years of teaching experience. It is concluded that additional professional development opportunists and training should be given to general education teachers to help them successfully implement inclusion.

Despite this expectation a large achievement gap between students with disabilities and their peers persists. To address these gaps, educators have explored different methods of service delivery, instructional strategies and inclusive practices for students with disabilities. As a result, students with disabilities are spending more time in general education settings. General education teachers, however, do not feel prepared to effectively educate students with varying needs in their classrooms. This qualitative study addresses the factors that general education teachers at the secondary level identify as barriers to meeting the needs of students with disabilities in their classrooms. Semi-structured interviews with general education teachers in grades 6-12 and building administrators were conducted with a focus on their experiences educating students with disabilities through the framework of the Social Constructivist Theory. This study has implications for practitioners and teacher preparation programs as its findings point to the importance of training, professional development and opportunities for collaboration between general education and special education teachers to increase teacher efficacy and ultimately close the achievement gap.

Book excerpt: In a study conducted at a Midwestern state university The Teachers' Attitudes Toward Inclusion Survey (TATIS-P) was used to investigate the impact of an introductory special education course on the attitudes of 207 prospective general and special education teachers about the inclusion of students with mild to moderate disabilities in general education classrooms. After completing an introductory special education course, the overall attitudes of prospective general and special education teachers towards the inclusion significantly improved. Further analysis of the three constructs that comprise the TATIS-P revealed a significant change among prospective general and special education teachers' attitudes toward students with mild to moderate disabilities in inclusive settings. Additionally, prospective special education teachers' beliefs about the efficacy of inclusion significantly improved after completing the introductory special education course. These findings are important because students with disabilities in inclusive settings experience increased meaningful participation when their teachers have positive attitudes toward inclusion. In turn, greater participation in general education classrooms correlate with higher levels of engagement, achievement, and social adjustment of students with disabilities at school.

Due to parents, advocates and numerous laws that have been passed by the federal government that is no longer the case (Yell, 2006). More and more student with various disabilities are being instructed in the general education classroom (Parkay & Stanford, 1998). These changes mean that the classroom teacher and the special education teacher are now both responsible for the full success of all students (Scruggs & Mastropieri, 1996). This study used a 14-question survey in conjunction with a semantic differential scale to examine the attitudes that educators have towards inclusion. The results illustrate that although most teachers, general and special education, have had experience teaching students with disabilities, many general education teachers are not adequately prepared to handle the various needs of students with special needs. Their inexperience with exceptional learners and the lack of ongoing support illustrates an increased need for pre-service training and in-service professional development in order to increase the teachers' strategies for working with this population of students.

The purpose of this study was to examine teachers' attitudes toward the inclusion of students with disabilities in the general education classroom in a rural school district. An ANOVA was run to analyze teachers' attitudes based on disability category and to determine if grade level taught by teachers acts as a moderator to their attitudes. Results revealed that students' disability categories had a significant impact on teachers' attitudes and that grade level taught acts as a moderator to teachers' attitudes toward inclusion. Limitations were discussed, and recommendations for practice, policy, and research were provided.

Without these components, frustration may occur which can lead to negative attitudes. The experience the teacher has working with students with disabilities is linked to the success of inclusion. Universities and school districts need to address the training received by educators. Teachers should be better prepared to deal with a variety of disability types. Additional training, coursework, and in-service offerings are suggestions to improve the educator's experience in working with students with disabilities. The need to improve the attitude of the educator appears to be tho starting point to the success or failure of inclusion. More research is needed into the formation of attitudes and how to go about changing attitudes.
