Book excerpt: A global analysis of the effects of social security reforms on the retirement incentives and labor force trends of older workers. Employment among older men and women has increased dramatically in recent years, reversing a downward trend in the closing decades of the twentieth century. Social Security Programs and Retirement around the World examines how changing retirement incentives have reshaped labor force participation trends among older workers. The chapters feature country-specific analyses for Belgium, Canada, Denmark, France, Germany, Italy, Japan, Netherlands, Spain, Sweden, the United Kingdom, and the United States. They find that while there is significant heterogeneity across countries, the reforms of recent decades have generally reduced the implicit tax on work at older ages. These changes correlate positively with labor force participation. The studies exploit the variation in the timing and extent of reforms of retirement incentives and employ microeconometric methods to investigate whether this correlation reflects a causal relationship. Policy changes appear to have contributed to rising labor force activity, but other factors like the role of women in the labor force, improved health, and changes in private pensions likely also play important roles.

Available in PDF, EPUB and Kindle. Book excerpt: Canada's centennial anniversary in 1967 coincided with a period of transformative public policymaking. This period saw the establishment of the modern welfare state, as well as significant growth in the area of cultural diversity, including multiculturalism and bilingualism. Meanwhile, the rising commitment to the protection of individual and collective rights was captured in the project of a "just society." Tracing the past, present, and future of Canadian policymaking, Policy Transformation in Canada examines the country's current and most critical challenges: the renewal of the federation, managing diversity, Canada's relations with Indigenous peoples, the environment, intergenerational equity, global economic integration, and Canada's role in the world. Scrutinizing various public policy issues through the prism of Canada’s sesquicentennial, the contributors consider the transformation of policy and present an accessible portrait of how the Canadian view of policymaking has been reshaped, and where it may be heading in the next fifty years.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a ‘residual’ to an ‘institutional’ concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

Book excerpt: Like other transfer programs, a pay-as-you-go public pension system can significantly affect economic behavior and, hence, relative prices and macroeconomic aggregates. This paper illustrates some of these effects, which are important in weighing options for reforming public pensions, in the context of a stylized model of the Canadian economy. It shows that introducing such a system can reduce aggregate saving, income, and wages and increase interest rates. It also shows that a significant part of the distortion can occur because benefits are not explicitly linked to contributions and that creating a linkage can reduce the distortions associated with the wage tax that funds plan contributions.

Book excerpt: The Canada Pension Plan disability benefit is a monthly payment available to disabled citizens who have contributed to the CPP and are unable to work regularly at any job. Covering the program’s origins, early implementation, liberalization of benefits, and more recent restraint and reorientation of this program, Struggling for Social Citizenship is the first detailed examination of the single largest public contributory disability plan in the country. Focusing on broad policy trends and program developments and highlighting the role of cabinet ministers, members of Parliament, public servants, policy advisors, and other political actors, Michael Prince examines the pension reform agendas and records of the Pearson, Trudeau, Mulroney, Chrétien, Martin, and Harper prime ministerial eras. Shedding light on the immediate world of applicants and clients of the CPP disability benefit, this study reviews academic literature and government documents, features interviews with officials, and provides an analysis of administrative data regarding trends in expenditures, caseloads, decisions, and appeals related to CPP disability benefits. Struggling for Social Citizenship looks into the ways in which disability has been defined in programs and distinguished from ability in given periods, how these distinctions have operated, been administered, contested and regulated, as well as how, through income programs, disability is a social construct and administrative category. Weaving together literature on social policy, political science, and disability studies, Struggling for Social Citizenship produces an innovative evaluation of Canadian citizenship and social rights.

Book excerpt: The pension plans of federal government employees are relatively generous and badly underfunded, with the Pension Plan for Members of Parliament (MPs), which covers members of the House of Commons and the Senate, standing out on both counts. The MP plan promises much higher retirement incomes than most Canadians can dream of: the implied accumulation of wealth in these plans amounts to more than 50 percent of pay - with today's very low yields on sovereign-grade securities, arguably closer to 70 percent. In addition, the plan has set aside essentially no assets to pay future benefits: a realistic appraisal of its financial condition would show, not the 'actuarial excess' of $176 million that appears in the latest actuarial report on the plans, but a deficit as large as $1 billion. This plan subjects taxpayers to financial risks few appreciate, and undermines the federal government's authority to lead Canada's search for a better retirement income system.

Available in PDF, EPUB and Kindle. Book excerpt: In 1993, most Canadians believed that big government deficits were permanent and that the Canada Pension Plan (CPP) was in such deep trouble that younger Canadians would never collect a retirement pension. They believed too that Canada's politicians were incapable of dealing with either problem. Yet by 1998, both were essentially solved. While the deficit battles have been recounted many times, the story of the reform that rescued the CPP has gone almost entirely untold. In Fixing the Future, Bruce Little explains the CPP overhaul and shows why it stands as one of Canada's most significant public policy success stories, in part because it demanded an almost unparalleled degree of federal-provincial co-operation. Providing an overview of the CPP's entire history from its beginning in 1965, Little pulls together published, and new unpublished, material relating to the CPP reform, and interviews over fifty politicians, government officials, and others who were deeply involved in the reforms for their recollections, insights, and observations. A superbly told history of one of Canada's most important public policy issues, Fixing the Future will be of interest to political scientists, historians, economists, and anyone concerned about their retirement.
