Book excerpt: Seit den Reformbestrebungen des New Public Management (NPM) der 1990er Jahre ist die Soziale Arbeit zunehmend mit ökonomischen Fragestellungen und den Herausforderungen des Qualitätsdiskurses konfrontiert, um den gesellschaftlichen Legitimationsanforderungen und Interessen zur Qualitätsentwicklung der Praxis gerecht zu werden. Zur Unterstützung des Prozesses der Qualitätsentwicklung in Organisationen der Sozialen Arbeit wurde in dem 2015 veröffentlichten Synthesebericht "Qualitäts- und Leistungscheck Sozialdienste (QLS)" unter anderem die Institutionalisierung der kollegialen Beratung empfohlen. Kollegiale Beratung wird als ein personenorientiertes Beratungsformat beschrieben, bei welchem in der Gruppe wechselseitig berufsbezogene Fälle systematisch und ergebnisorientiert reflektiert werden. Jedoch existieren kaum wissenschaftliche Theorie- und Forschungsarbeiten darüber, was die kollegiale Beratung zu leisten vermag. Die vorliegende Arbeit geht daher der Frage nach, was die Chancen und Grenzen der kollegialen Beratung für die Qualitätsentwicklung sozialer Organisationen sind. Dazu wurden anhand der Fachliteratur drei Themen operationalisiert, welche den Qualitätsdiskurs der Sozialen Arbeit wiederholt prägen. Es handelt sich um die Themen professionelles Handeln, Modernisierungsprozesse und organisationale Lernprozesse, wobei deren Möglichkeiten und Herausforderungen mit Fokus auf die Organisation und ihre Mitarbeitenden herausgearbeitet werden. Danach werden anhand dieser Themen die Chancen und Grenzen der kollegialen Beratung nach dem aktuellen Forschungsstand analysiert. Insgesamt konnten zehn Chancen und vier Grenzen der kollegialen Beratung für die Qualitätsentwicklung sozialer Organisationen eruiert werden, wobei die Frage aufgrund der partiellen empirischen Evidenz nicht abschliessend beantwortet werden konnte. Auffallend zeigt sich dabei, dass aus der theoretischen Literatur nur wenige Grenzen der kollegialen Beratung hervorgehen. Im Hinblick auf ein verbessertes konzeptionelles Verständnis des Beratungsformats besteht weiterer Forschungsbedarf sowie die Identifizierung von Schwierigkeiten und Grenzen.

Ziel dieser Hausarbeit ist deshalb die Beantwortung der Forschungsfrage, wie sich die Anwendung der Methoden Supervision und kollegiale Beratung auf die Qualität in Kindertagesstätten auswirken. Nach der Einleitung werden zunächst die Begriffe Methode, Supervision und kollegiale Beratung definiert und die Merkmale und Formen der beiden Beratungsformate vorgestellt. Anschließend wird kurz auf die Qualität in Kindertagesstätten eingegangen, um den Zusammenhang mit der Beantwortung der Forschungsfrage herzuleiten. Sodann wird auf die Arbeit der pädagogischen Fachkraft und die des pädagogischen Teams, die Gesundheit und Arbeitszufriedenheit des pädagogischen Personals sowie den Kinderschutz als einzelne Qualitätsmerkmale eingegangen. Es wird u. a. anhand von Studien die Wirkungsweise von Supervision und kollegialer Beratung auf diese Qualitätsmerkmale geschildert. In der Zusammenfassung wird die Forschungsfrage beantwortet und der Inhalt der Arbeit zusammengefasst. Grundlage dieser literaturbasierten Forschungsarbeit bildet eine gründliche Recherche einschlägiger, aktueller Literatur.

Hierbei liegt der Schwerpunkt in der Suche nach möglichen Risiken und Chancen, damit abschließend ein vertretbarer Standpunkt bezüglich der Qualitätsdebatte ausgelotet werden kann.

Mit der Umsetzung solcher Anforderungen tun sich viele Einrichtungen der Sozialen Arbeit immer noch schwer, weil die in der Industrie entwickelten Qualitätsstandards schwer auf die Soziale Arbeit übertragbar sind. Der Entwicklungs- bzw. Erprobungsstand methodisch- fachlicher Praktiken für das Qualitätsmanagement (QM) ist noch nicht sehr weit fortgeschritten (Vgl. Merchel, S.7, 2001). Im „Hier und Jetzt“ steht ganz klar nicht mehr die Quantität der Leistungen der Sozialen Arbeit, sondern die Qualität. Neben der geforderten staatlich kontrollierten Transparenz der Leistungen im Sinne der Dokumentation, rücken vermehrt verbindliche Qualitätsstandards in den Vordergrund. Einrichtungen mit kostenintensiveren Arbeitsfeldern, wie z.B. die Bereiche Alten-, Behinderten- und Erziehungshilfe werden dadurch, dass der Gesetzgeber konkrete Nachweise einfordert, verstärkt dokumentiert. Dadurch liegen mehr empirische Befunde über die Qualität Sozialer Arbeit vor, als in anderen Bereichen. Die Sozialarbeiterische Praxis muss mehrdimensional betrachtet werden, um überhaupt Nachweise über das Gelingen einer solchen zu erbringen. Es wird dazu angehalten die Thematisierung des Begriffes Qualität keinesfalls als neologistisch anzusehen, sondern darauf verwiesen die Entwicklung historisch zu betrachten. Die Entwicklung zeichnet sich vor allem, zeitlich eingegrenzt, in den Epochen vom Nachkriegsdeutschland bis heute ab. Die großzügig ausgestattete wohlfahrtsstaatliche Organisation wird demnach zunehmend zur wettbewerbsfähigen, vom Markt gesteuerten und effizienten Einrichtung umfunktioniert (Vgl. Flösser, 2005) In wieweit ist diese Entwicklung als schicksalhafte Begleiterscheinung anzusehen und in wie fern kann diese Entwicklung als Chance bzw. Schub für eine professionalisierte Soziale Arbeit verstanden werden?
