Past efforts to achieve an effective integration of interagency capabilities for these missions have been limited at best. There is a critical need for fully integrated interagency efforts at the strategic, operational, and tactical levels that go well beyond past attempts at mere civil-military cooperation or collaboration. This paper focuses on how the military can better integrate civilian personnel and capabilities when it has the lead in stability operations. It also explores how to effectively transition to a civilian leading role in these missions. The paper first provides context by reviewing select lessons from several US operations executed since the end of the Cold War. Next, it assesses recent initiatives and military doctrinal changes that are designed to address these issues. It then explores several new civil-military organizational innovations that address these issues, such as US Africa Command and Provincial Reconstruction Teams. It also highlights the increasing reliance contractors who can fill the gaps in military and government civilian capabilities in these areas. Finally, it concludes with several recommendations for the Department of Defense to improve civil-military integration during stabilization missions.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

At the strategic, operational and tactical levels and across the full range of military operations, civil-military operations (CMO) are a primary military instrument to synchronize military and nonmilitary instruments of national power, particularly in support of stability, counterinsurgency and other operations dealing with “asymmetric” and “irregular” threats. Potential challenges include ethnic and religious conflict, cultural and socioeconomic differences, terrorism and insurgencies, the proliferation of weapons of mass destruction, international organized crime, incidental and deliberate population migration, environmental degradation, infectious diseases, and sharpening competition/exploitation of dwindling natural resources. Opportunities, conversely, include the integration and comprehensive use of intergovernmental, regional, national, and local governmental and nongovernmental and private sector organizations, which have proliferated in number, variety, and capability. Recent policy initiatives, national security, military strategies, and military doctrine demonstrate a growing appreciation of the need to leverage more nonmilitary instruments of national power, reposed in the interagency process and the private sector, entailing a more holistic, and balance strategy. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint for commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these command, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

Operation Restore Hope surfaced several aspects of these civil-military relationships that must be addressed when planning and training for future peace operations. This paper outlines them first in terms of identifying the problems that occurred, United Task Force (UNITAF) Somalia's solutions to them, and finally what future actions should be taken to prevent their reoccurrence. Specifically addressed are: the basic lack of understanding between the military forces and the HROs, weapons confiscation, and support requested by the HROs.

The U.S. military can expect escalating challenges from ever-increasing operations in complex civil-military environments. Commanders at all levels must pursue integrated whole-of-government approaches to successfully engage the civil dimension of the modern battlefield. As such, CA forces offer unique capabilities that not only enhance the military mission but also ultimately advance U.S. interests. Properly employed CA forces help shape the environment and set the conditions for transition operations. Appendix A provides additional information on transition operations. CAO involve the interaction of CA forces with the civilian populace and institutions to facilitate military operations and consolidate operational objectives. A supportive civilian population can provide resources and information that facilitate friendly operations. It can provide a positive climate for the military and for the nation to pursue diplomatic activities that achieve foreign policy objectives. A hostile civilian population threatens the immediate operations of in-country friendly forces and often undermines public support and the policy objectives of the United States and its allies. Properly executed CAO reduces the friction between the civilian population and the military force, and accelerates the return of civil functions to indigenous control. Field Manual (FM) 3-57, Civil Affairs Operations, provides the doctrinal basis for the conduct of operations in support of the joint force commander's (JFC's) civil-military operations (CMO) concept. It provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capability in support of unified land operations. FM 3-57 clarifies the role of CA forces in support of CMO with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. CA forces support missions in every theater, in peace and war, throughout unified land operations. CA forces are a combat multiplier for every commander. CA forces are one of the primary resources a commander has to assist him in dealing with the complex and ever-changing civil component of the operational environment. CA forces are trained, organized, and equipped to plan, execute, and assess the JFC's concept for CMO. They are essential elements in the support of the commander by virtue of their area and linguistic orientation, cultural awareness, training in military to host nation (HN) advisory activities, and civilian professional skills that parallel common government functions.

In Iraq, initial plans were to withdraw a large majority of troops months into the operation, but a stable environment required almost a decade to achieve. Stabilization in such a scenario requires Political, Social, Justice, Economic and Security needs to be met. The military has not been equipped to meet these needs by themselves and required civilian agencies and organizations to help accomplish that goal. These civil-military operations (CMO) must be properly integrated at the outset to be successful. Considering the constrained funding environment of the US, this research report sought to answer the question, 'How can the military more effectively and efficiently integrate civilians in post-conflict operations to achieve stability?' Using the problem/solution framework, four solutions to improve civil-military integration were evaluated: Standing Joint Interagency Task Forces (JIATFs), use of Phase IV (stability) objectives for the military’s end-state, creation of interorganizational positions and use of wargaming for stability operations. Each was evaluated using cost, schedule and performance as determinate factors where cost and schedule corresponded to efficiency and performance with effectiveness. The research concluded that planning for a Phase IV end-state and wargaming were the most efficient and effective solutions and recommended them for immediate implementation. Based on recent conflicts, the military must not only be focused on winning the war, but also winning the peace"--Abstract.

Based on the identified historical familiarity of the Army with stability operations, one would assume that the Army, being an adaptive and learning organization, would be better prepared or capable of conducting stability operations. However, these missions present significant challenges to the Army. This strategy research project examined two Operations (OPERATION JUST CAUSE, Panama1989 and OPERATION IRAQI FREEDOM 2003) and identified three challenges to the Army in conducting stability operations. Specifically, they are challenges in: 1) doctrine; 2) culture; and 3) interagency coordination. This research project concludes that the Army must maintain the current doctrinal focus of stability operations as a core mission; the Army culture must inculcate stability operations; and the Army must continue the refinement of interagency coordination.
