Book excerpt: To a backdrop of ageing societies, pension crises and labour market reforms, this book investigates how the policy shift from early retirement to active ageing has affected individual retirement behaviour. Focusing on eleven European countries, the United States and Japan, it brings together leading international experts to analyze recent changes in pension systems. Their findings demonstrate that there has been a fundamental transition in pension policies and a steep increase in older workers’ retirement ages and employment rates. Yet changes in retirement behavior are not evenly distributed across all societal strata. This raises the serious concern that an overall rise in the retirement age will be accompanied by the re-emergence of social inequality in the transition from work to retirement. This innovative edited collection will appeal to students and scholars of sociology, economics, political science, human resources management, gerontology and social policy, and also to policy-makers and professionals dealing with older workers.

Moreover, population aging is set to accelerate further over the coming decades as large segments turn old. Additionally, some countries such as Russia and certain Eastern European countries are facing a shrinkage of their population. Against this backdrop, this report investigates what stands in the way of societies reaping the full benefits of increased longevity—that is, longer lives and potentially prolonged payoffs from human capital—and what can help to mitigate the possible negative impacts of a smaller and older workforce. Beginning with a focus on demographic trends, the report puts the rapid decline in fertility and contrasting migration trends in the region in a historical perspective and looks forward to the varying paths that population change may follow in the region. Next, it examines the evidence on the likely impact of demographic change on growth and savings, the labor force, firm and economy-wide innovation, poverty and inequality, and intergenerational solidarity. Finally, the report goes beyond diagnostics and puts an emphasis on what we know regarding successful policy interventions, presenting evidence on what has and has not worked in the past.

However, an ageing workforce is increasingly a matter of concern for the developed and fast-developing countries of Asia. Japan leads the field in this respect on account of the speed of its postwar economic development. But the little tigers of Hong Kong, Singapore, South Korea and Taiwan are poised to catch up, and Malaysia, though in the second tier of developing Asian economics, faces the prospect of population ageing sufficient to daunt an as yet under-prepared infrastructure for old age support. This book is the first to examine in detail the experiences and prospects of population ageing in those Asian countries with the highest GDP per capita. The authors pose the question to what extent Asia and 'old Europe' can learn from each other in terms of policy planning. The first section of the book sets out the field in terms of the demographic characteristics and policy predicaments of European and Asian countries.
