Book excerpt: A deeply researched international history and "exemplary study" (New York Times Book Review) of how a divided world ended and our present world was fashioned, as the world drifts toward another great time of choosing. Two of America's leading scholar-diplomats, Philip Zelikow and Condoleezza Rice, have combed sources in several languages, interviewed leading figures, and drawn on their own firsthand experience to bring to life the choices that molded the contemporary world. Zeroing in on the key moments of decision, the might-have-beens, and the human beings working through them, they explore both what happened and what could have happened, to show how one world ended and another took form. Beginning in the late 1970s and carrying into the present, they focus on the momentous period between 1988 and 1992, when an entire world system changed, states broke apart, and societies were transformed. Such periods have always been accompanied by terrible wars -- but not this time. This is also a story of individuals coping with uncertainty. They voice their hopes and fears. They try out desperate improvisations and careful designs. These were leaders who grew up in a "postwar" world, who tried to fashion something better, more peaceful, more prosperous, than the damaged, divided world in which they had come of age. New problems are putting their choices, and the world they made, back on the operating table. It is time to recall not only why they made their choices, but also just how great nations can step up to great challenges. Timed for the thirtieth anniversary of the fall of the Berlin Wall, To Build a Better World is an authoritative depiction of contemporary statecraft. It lets readers in on the strategies and negotiations, nerve-racking risks, last-minute decisions, and deep deliberations behind the dramas that changed the face of Europe -- and the world -- forever.

Available in PDF, EPUB and Kindle. Book excerpt: The landmark story of Bush-Gorbachev diplomacy: “No one has ever given as complete and compelling an account of the higher reaches of foreign policy” (Time). December 1989. The Berlin Wall had fallen. Millions across the Eastern Bloc were enjoying new freedoms. And the USSR was falling apart. But the peaceful end of the Cold War was far from assured, requiring the leaders of rival superpowers to look beyond the animosities of the past and embrace an uncertain future. At the Highest Levels is the fascinating story of that unlikely partnership, a real-time exposé of the negotiations between US President George H. W. Bush and Soviet Premier Mikhail Gorbachev. Granted extraordinary access to private conversations and closed-door meetings at the Kremlin, White House, Pentagon, CIA, and KGB, Michael Beschloss and Strobe Talbott reveal the high-stakes international diplomacy that ended the nuclear arms race and decades of proxy wars. The result is “an accurate first draft of the Cold War’s last days,” wrote David Remnick in the New Yorker, “filled with gaudy historical riches.” Each an acclaimed author in his own right, Beschloss and Talbott together deliver journalism at its best: an “intimate and utterly absorbing” record of this critical meeting of minds (The New York Times).

Available in PDF, EPUB and Kindle. Book excerpt: France is among the countries most affected by the global pandemic, both in terms of health and economic impact. Output is expected to have declined by around 9 percent in 2020. The authorities put in place a large emergency fiscal package to address the crisis, focused on preserving jobs and providing liquidity for households and firms, supplemented by additional stimulus measures to support the economic recovery in 2021 and beyond. The banking sector entered the crisis with comfortable buffers and, together with the support of the ECB’s accommodative monetary policy, facilitated the provision of credit to the economy. The increased leverage, however, poses solvency risks to the corporate sector. A partial recovery with GDP growth at about 51⁄2 percent is expected in 2021. Risks to the outlook are large, dominated by the virus dynamics and, together with other risks, tilted somewhat to the downside.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on ethnographic research in the breakaway trade union movement Fédération des Syndicats Solidaires, Unitaires et Démocratiques (SUD), this book explores broad questions of trade union renewal in France. The SUD movement emerged in 1988 with the avowed intention to revitalise French trade unionism. Since its emergence the movement has increasingly been cited as a prime instigator of social unrest in France. In a wider context of union decline in Europe, this research considers to what extent and in what ways SUD has been able to develop and sustain collective organisation, identity and mobilisation. Research was conducted in a local-level union of SUD-Rail, a union which emerged in the French public railway sector in 1996 from an ideological split within one of France's largest trade union confederations, the Confédération Française Démocratique du Travail (CFDT). From an ethnographic perspective, the book contributes a thick description of trade unionism at the local level and, drawing on social movement theory, analyses activists' attempts to confront and renew practices and structures in trade unionism. The book evaluates the success of the SUD movement and the prospects for a more sustained renewal of French trade unionism.

Available in PDF, EPUB and Kindle. Book excerpt: France's economic growth has slowed down after a gradual recovery. Limited productivity and employment gains have reduced the growth of GDP per inhabitant; public spending remains very high. Reducing public expenditures is needed to put debt on a firmly declining path. This and streamlining the tax system would also help reducing taxes, which would boost economic activity eventually.
