Book excerpt: Boycotting tropical timber reduces its economic value and provides an incentive to burn down forests, making them available for subsequent agricultural use or livestock farming. In contrast, a certification scheme for sustainably produced timber (tropical or non-tropical) protects the forests by raising their economic value. Examined here the impact of a certification scheme on German demand for tropical timber. A partial-equilibrium model is developed for the German tropical timber market as a whole as well as for five important submarkets representing 50% of the total demand. The results reveal that a credible certification scheme can induce a significant expansion of demand for sustainably produced tropical timber. This holds true for a scheme restricted to Germany as well as for an OECD-wide approach.

Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

The information can take the form of a product label or a statement in a survey questionnaire, and the decision can be what product to buy, what food to eat or how to answer a contingent valuation question. The chapters in this volume carefully explore the explanations for consumer behaviour in different scenarios where information is provided about the 'public' implications of individual decisions. The first set of chapters examines the prospects for eco-labelling as a tool of environmental policy from a variety of different perspectives. They also look at how this form of information provision compares with more familiar policy instruments in achieving efficiency goals. In the second and third sections the focus is on environmental and food labelling, in which a combination of private and public motives for purchase decisions is found. Finally, the role of information in contingent valuation surveys is considered, in particular the impact of information and time in altering stated value responses.

Such benefits are crucial for encouraging the supply of certified timber. Timber certification is a reality: Various countries and organizations have launched initiatives for it. The initial response among producing countries was less than positive, but some have come to realize its potential benefits and have begun to adopt timber certification schemes. Tropical timber trade accounts for only a small fraction of tropical timber production, and most of that trade is concentrated among developing countries in Asia and Japan - markets where demand for certified timber is currently weak. Only a small part of the trade reaches the eco-sensitive markets of Europe and the United States, where there is demand for certified timber. Developing countries can benefit commercially from timber certification in two ways: through the quot;green premiumquot; (quot;consumers' willingness to pay a premium for certified timberquot;) and by averting losses of market share in the tropical timber market from not having timber certified. Based on surveys, on discussions with nongovernmental organizations, on market participants and analysts, and on estimates of price elasticity, the authors develop a scenario for estimating the potential commercial benefits from adopting timber certification. Under this scenario, benefits would not exceed US$500 million a year (roughly 4 percent of all tropical-timber-related revenues earned by developing countries). Timber certification is not expected to provide significant commercial benefits to developing countries in the near future. But timber certification could provide significant rents to individual firms that develop market niche strategies. And producing countries that pursue certification may enjoy longer-term social, economic, and environmental benefits by adopting the better forest management practices required for timber certification.
