Available in PDF, EPUB and Kindle. Book excerpt: Seeking improved health and increased income have long been common goals. Those who make the case that free trade will help everyone argue that the growth from increased trade will be shared and will improve people's lives. But they have not answered the fundamental question of how to formulate trade policy to simultaneously achieve growth and benefit health. Trade and Health answers this question by exploring the entire array of avenues through which trade affects health, and examining a number of case studies on how best to achieve policies that integrate health objectives. The contributors represent the full range of stakeholders in the trade-health debate - medical professionals, civil society representatives, academics from a range of disciplines, and negotiators and policy-makers at the national and global levels. Contributors include Bijit Bora (WTO), Rupa Chanda (IIMB), Diana Chigas (Tufts), Carlos Correa (U of Buenos Aires), Eric Dagenais (Industry Canada), Alison Earle (Harvard), David P. Fidler (Indiana), Anabel González (WTO), Ronald Labonte (Ottawa), Cha-aim Pachnee (MOPH-Thailand), Pedro Roffe (UNCTAD-ICTSD), Nancy Ross (McGill), David Sanders (Western Cape), Ted Schrecker (Ottawa), Anna Shea (McGill), Elisabeth Tuerk (UNCTAD), David Vivas-Eugui (ICTSD), Johanna von Braun (ICTSD), and Suwit Wibulpolprasert (MOPH-Thailand).

Available in PDF, EPUB and Kindle. Book excerpt: In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform “involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom.”

These essays provide progress reports concerning the different regional and sub-regional groupings that have developed within the hemisphere and discuss the inter-relationships of Western Hemispheric trading arrangement with the multilateral trading systems. The difficulties encountered in hemispheric trade negotiations and the implications for the countries involved are also considered.
