Book excerpt: Paraguay is an under-examined, but remarkably fascinating country, where war, dictatorship, and elite capture have produced cycles of popular mobilization and repression. Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general. Finally, the study of different social movements within the Paraguayan context takes into consideration the links that each movement has forged with other such movements in Latin America, including the contributions that Paraguayan social movements have made to regional networks.

Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Drafted by Spanish and colonial Spanish American liberals (and non-liberals) holed up in Cadiz as Napoleon’s troops occupied the surrounding hills, this war-time Constitution set out radically to redefine ‘the Spanish nation’ for a new age. In the event, it divided Spaniards and threw into sharp relief the question of Spain’s legitimacy in her American colonies. Cadiz 1812 is a defining moment in the modern history of the Spanish-speaking world. Bringing together specialists in the history, politics and culture of Spain and Latin America (the Cadiz text was a cultural and ethnic document as much as a politico-legal one), this volume represents the only large-scale commemoration in the UK of one of the world’s first liberal constitutional tracts. The enormous and chronic social problems of poverty in 1970 struck approximately 40 per cent of the families of Latin America or 119 million people. In 1990, of 423,913,043 habitants of Latin America, 46 per cent were living in poverty, that is to say, 195 million people were suffering this calamity (CEPAL). According to the same CEPAL, in 2002 44 per cent of the population of Latin America was poor, whereas 19.40 per cent were living in extreme poverty, indigence or misery. Seen in another way, the poverty in Latin America increased in that period of 20 years, from 1970 to 1990, 38.97 per cent. At the moment, in Latin America there are 225 million poor people. This book is an essential reference to a problem which the world must, if for no other reason than necessity, deal with in a vigorous and just manner.

Book excerpt: Between 1980 and 1994, Peru endured a bloody internal armed conflict, with some 69,000 people killed in clashes involving two insurgent movements, state forces, and local armed groups. In 2003, a government-sponsored “Truth and Reconciliation Committee” reported that the conflict lasted longer, affected broader swaths of the national territory, and inflicted higher costs in both human and economic terms than any other conflict in Peru’s history. Of those killed, 75 percent were speakers of an indigenous language, and almost 40 percent were among the poorest and most rural members of Peruvian society. These unequal impacts of the violence on the Peruvian people revealed deep and historical disparities within the country. This collection of original essays by leading international experts on Peruvian politics, society, and institutions explores the political and institutional consequences of Peru’s internal armed conflict in the long 1980s. The essays are grouped into sections that cover the conflict itself in historical, comparative, and theoretical perspectives; its consequences for Peru’s political institutions; its effects on political parties across the ideological spectrum; and its impact on public opinion and civil society.
