Book excerpt: The U.S. Air Force (USAF) proposes to construct an Over-the-Horizon Backscatter (OTH-B) radar facility in the north central region of the United States. This system, to be known as the Central Radar System (CRS), will be comprised of a transmit site, a receive site, and an operations center. This study provides an overview of the USAF's Environmental Impact Analysis Process (EIAP). The overview begins with the site selection process that occurred during the preparation of initial Draft and Final Environmental Impact Statements, which led to the selection of the transmit and receive study areas in a 1988 Record of Decision (ROD). In the Final Environmental Impact Statement (FEIS) and the ROD, the USAF made a commitment to prepare a site-specific environmental document and to conduct a number of site-specific studies in order to further define potential impacts from the proposed facilities. This report describes the process used to select specific siting areas within the two selected study areas.

Book excerpt: This document describes the probable environmental impacts of constructing and operating a new surveillance and tracking radar that operates in the High Frequency band of the electromagnetic spectrum. The radar system will consist of three very large transmitting antennas located in south-central Oregon, three somewhat smaller receiving antennas located in northeastern California, a base for providing logistic and maintenance support to the antenna sites, and an operations center. Two candidate sites were considered for the transmitting antennas, two for the receiving antennas, one for the support base, and four for the operations center. The impact analysis found that there is no evidence that chronic exposure of humans to the radiofrequency radiation levels outside the exclusion fence surrounding the transmitter site is likely to be harmful. Electromagnetic interference with telecommunications systems in the area is unlikely, but handling and use of electroexplosive devices would be unsafe within about 6 miles and possibly at greater distances, depending on soil conductivity. No significant adverse biophysical impacts are anticipated at any site, although both precautionary and mitigation measures would be taken. No significant adverse socioeconomic impacts are expected at any site, but care must be taken with potential cultural resource finds. Temporary economic stimulation of local economics would result from construction activities, but the benefits of continuing operations would be small.
