This book was released on 2012-12-06 with total page 605 pages. Available in PDF, EPUB and Kindle. Book excerpt: In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September. This week-long meeting brought together 35 invited delegates from most countries of the NATO Alliance to discuss the impact which syst~ms analysis has had and is likely to have on urban affairs. The manuscript was submitted to the publisher in June of 1982. Although the goal of the ARI was to assess the impact of urban systems analysis as seen through the eyes of those closely involved in such work, the meeting also addressed opportunities for future research and development, and therefore in this book we have attempted to synthesize discussions at the meeting with this in mind. But before we describe the structure of this book, it is worth recounting in a little more detail the intentions and organi zation of the meeting, for this has had an important effect on the type of papers produced here, the way they have been written, and the issues they address.
Book Synopsis Urban Transportation Financing by : Mark w. Frankena
Download or read book Urban Transportation Financing written by Mark w. Frankena and published by University of Toronto Press. This book was released on 1982-12-15 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is an economic analysis of pricing and subsidy policies for urban roads and urban public transit in Ontario. Professor Frankena demonstrates the benefits of evaluating the economic merits of policy alternatives, and attempts to determine whether existing policies waste resources or lead to undesirable income transfers among different groups in the population. He concludes that resources are being wasted because the use of urban roads is substantially underpriced during periods of peak demand. He also finds that while there are sound economic justifications for substantial public transit subsidies, the allocation of subsidies by the Ontario government on the basis of capital expenditures can be expected to waste resources, as can the maximization of ridership which is likely to lead to detrimental fare and service policies. In conclusion, Frankena suggests improvements in the systems for charging people for the use of roads and public transit and in the ways that governments provide subsidies.

Available in PDF, EPUB and Kindle. Book excerpt: "The synthesis describes the experience of several foreign countries that have used road pricing, or congestion pricing, as a means to manage congestion. The synthesis contains dicussions of the policy, equity, and implementation issues associated with congestion pricing. Several of the schemes described were planned or implemented as methods to increase roadway funding rather than for congestion management, but have had the effect of changing travel patterns."--Avant-propos.

Book excerpt: This study is a critical review of the urban transport systems in ASEAN cities from the policy viewpoint in the context of modernization and vast new investments. This brings together a comparative data base on system components such as vehicle ownership, modal split, public transport, slow-moving vehicles, cost, energy efficiency and socio-economic linkages. Ownership patterns, nature of the fleet, vitality of vehicles, operating environment, and private enterprise elements are discussed in the context of private-public role and system efficiencies. A policy framework to protect the interests of the poor and modernize the systems in ASEAN is proposed.
