Book excerpt: In March 2013, the ex-Seleka's seizure of power was the final chapter in the gradual but inevitable collapse of the Central African Republic (CAR) state. Since the start of 2015, conflict has become the routine and manifests itself in deadly intercommunal reprisals, the establishment of Muslim enclaves in the west of the country, a combat zone in the centre of the country and the emergence of chronic banditry. In a context of high intercommunal tension and the lack of national cohesion, the Bangui Forum, held in May 2015, aimed to be the first stage in a genuine process of reconciliation. However, several armed groups have rejected the disarmament, demobilisation and reintegration (DDR) agreement. The Republican Pact itself, which lays down the principles of a new regime, reads like a catalogue of good intentions. This report is the product of research conducted in CAR, Kenya, Chad, France, Belgium and the U.S. It analyses the two main protagonists in the CAR crisis (the armed groups and the armed communities) and describes the complex mechanisms and communal nature of the conflict. As CAR seems to be in a "no war no peace" situation, this report proposes a different approach to the task of neutralising these armed groups and avoiding a further increase in intercommunal tension in the run-up to the elections.

Book excerpt: The first two decades of South Africa's democracy have seen a growing breadth and depth in the analysis of South Africa's foreign policy. This second volume of the South African Foreign Policy Review considers the continuity and change in South Africa's foreign policy over the course of two decades, with a particular focus on the more recent approach under the Zuma administration. This includes a closer look at the principles, practices and partnerships that shape South Africa's international relations and is aimed at supporting knowledge for reflection on South Africa's conduct internationally and for anticipating ways in which the country may approach international relations and foreign policy going forward. It discusses the foreign policy making and the nature of South Africa's diplomatic relations with Africa, Asia, the Middle East and North Africa, Latin America, Europe and North America, as well as the country's participation in multilateral diplomacy in Africa, the global South and at the United Nations (UN) to expand the discussion and deepen the debate on the future shape and direction of South Africa's foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: Lying at the centre of a tumultuous region, the Central African Republic and its turbulent history have often been overlooked. Democracy, in any kind of a meaningful sense, has eluded the country. Since the mid-1990s, army mutinies and serial rebellion in CAR have resulted in two major successful coups. Over the course of these upheavals, the country has become a laboratory for peacebuilding initiatives, hosting a two-decade-long succession of UN and regional peacekeeping, peacebuilding and special political missions. Drawing together the foremost experts on the Central African Republic, this much-needed volume provides the first in-depth analysis of the country’s recent history of rebellion, instability, and international and regional intervention.

In the aftermath of the horror, confusion reigned over who had carried it out, each side accusing the other in the ongoing bloodbath of the Iran-Iraq war. As the fog lifted, the responsibility of Saddam Hussein's regime was revealed, and with it the tacit support of Iraq's western allies. This book, by a veteran observer of human rights in the Middle East, tells the story of the gassing of Halabja. It shows how Iraq was able to develop ever-more sophisticated chemical weapons and target Iranian soldiers and Kurdish villagers as America looked the other way. Today, as Iraq disintegrates and the Middle East sinks further into turmoil, these policies are coming back to haunt America and the West.

Book excerpt: Endowed with natural resources, majestic bodies of fresh water, and a relatively mild climate, the Great Lakes region of Central Africa has also been the site of some of the world's bloodiest atrocities. In Rwanda, Burundi, and the Congo-Kinshasa, decades of colonial subjugation—most infamously under Belgium's Leopold II—were followed by decades of civil warfare that spilled into neighboring countries. When these conflicts lead to horrors such as the 1994 Rwandan genocide, ethnic difference and postcolonial legacies are commonly blamed, but, with so much at stake, such simple explanations cannot take the place of detailed, dispassionate analysis. The Dynamics of Violence in Central Africa provides a thorough exploration of the contemporary crises in the region. By focusing on the historical and social forces behind the cycles of bloodshed in Rwanda, Burundi, and the Congo-Kinshasa, René Lemarchand challenges much of the conventional wisdom about the roots of civil strife in former Belgian Africa. He offers telling insights into the appalling cycle of genocidal violence, ethnic strife, and civil war that has made the Great Lakes region of Central Africa the most violent on the continent, and he sheds new light on the dynamics of conflict in the region. Building on a full career of scholarship and fieldwork, Lemarchand's analysis breaks new ground in our understanding of the complex historical forces that continue to shape the destinies of one of Africa's most important regions.

Available in PDF, EPUB and Kindle. Book excerpt: A "tremendous," "intrepid" history of the devastating war in the heart of Africa's Congo, with first-hand accounts of the continent's worst conflict in modern times. At the heart of Africa is the Congo, a country the size of Western Europe, bordering nine other nations, that since 1996 has been wracked by a brutal war in which millions have died. In Dancing in the Glory of Monsters, renowned political activist and researcher Jason K. Stearns has written a compelling and deeply-reported narrative of how Congo became a failed state that collapsed into a war of retaliatory massacres. Stearns brilliantly describes the key perpetrators, many of whom he met personally, and highlights the nature of the political system that brought these people to power, as well as the moral decisions with which the war confronted them. Now updated with a new introduction, Dancing in the Glory of Monsters tells the full story of Africa's Great War.

In the first comprehensive study of these organizations, Hiltermann shows how local organizers provided basic services unavailable under military rule, while recruiting for the cause of Palestinian nationalism.

Book excerpt: Over nine months, the weak Central African Republic (CAR) state has collapsed, triggering a serious humanitarian crisis, with 400,000 displaced and nearly half the population in need of assistance. The transition government and the regional security force have failed to prevent a descent into chaos in urban areas, in particular Bangui, as well as in the countryside. After months of "wait-and-see" and following deadly clashes, the international community now realises it cannot afford another collapsed state in Africa. Unfortunately, the situation on the ground is deteriorating at a much faster pace than the international mobilisation, and Bangui is vulnerable to a total breakdown in law and order. The UN Security Council should immediately provide a Chapter VII mandate to the new African-led International Support Mission in the CAR (MISCA), supported by French troops, to launch an operation to secure Bangui that should then be extended to other cities. Subsequently, religious reconciliation should be prioritised and stabilisation measures adopted.

In the wake of the protests that toppled regimes across the Middle East in 2011, Sudanese activists and writers have proudly cited their very own 'Arab Springs' of 1964 and 1985, which overthrew the country's first two military regimes, as evidence of their role as political pioneers in the region. Whilst some of these claims may be exaggerated, Sudan was indeed unique in the region at the time in that it witnessed not one but two popular uprisings which successfully uprooted military authoritarianisms. Civil Uprisings in Modern Sudan provides the first scholarly book-length history of the 1964 and 1985 uprisings. It explores the uprisings themselves, their legacy and the contemporary relevance they hold in the context of the current political climate of the Middle East. The book also contends that the sort of politics espoused by various kinds of Islamist during the uprisings can be interpreted as a form of early 'post-Islamism', in which Islamist political agendas were seen to be compatible with liberalism and democracy. Using interviews, Arabic language sources and a wealth of archival material, this book is an important and original study that is of great significance for scholars of African and Middle Eastern political history.

Available in PDF, EPUB and Kindle. Book excerpt: For over a decade, Boko Haram has waged a campaign of terror across northeastern Nigeria. In 2014, the kidnapping of 276 girls in Chibok shocked the world, giving rise to the #BringBackOurGirls movement. Yet Boko Haram’s campaign of violence against women and girls goes far beyond the Chibok abductions. From its inception, the group has systematically exploited women to advance its aims. Perhaps more disturbing still, some Nigerian women have chosen to become active supporters of the group, even sacrificing their lives as suicide bombers. These events cannot be understood without first acknowledging the long-running marginalisation of women in Nigerian society. Having conducted extensive fieldwork throughout the region, Hilary Matfess provides a vivid and thought-provoking account of Boko Haram’s impact on the lives of Nigerian women, as well as the wider social and political context that fuels the group’s violence.
