Policymakers have a key role in assisting spatial restructuring, particularly in addressing imperfect information and coordination failures. They can do so by rethinking cities, better planning them, better connecting them, greening them and finding new ways to finance these changes. Eurasian cities will also have to find the right balance between markets and institutions to become sustainable. As the World Development Report 2009: Reshaping Economic Geography illustrates, Eurasia (excluding Russia) is a 3D region- a region with low density, long distance, and many divisions. Securing accessibility to leading regional markets such as China, India, and Russia is thus critical. This will require key institutions to be developed to unite the countries, key connective infrastructures to be established between domestic and regional markets, and targeted interventions to be undertaken to compensate countries for short-term losses from this deepened economic integration. Policymakers at the highest levels in these countries should put accessibility at the top of their agendas.

Since the mid-1990s, however, when it became aware of the international aspects of this problem, Beijing has begun to pressure Turkey to limit its support for Uyghur activism. Aimed not only at cultural preservation but also at Eastern Turkestan independence, Uyghur activism remained unnoticed until the 1990s, despite the establishment in 1971 of Sino-Turkish diplomatic relations. Possibly less concerned about the Uyghur threat than it suggests, Beijing may simply be using the Uyghurs to intimidate and manipulate Turkey and other governments, primarily those in Central Asia.

The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular domestic features of the individual states. Finally, it goes on to look at the outcomes of state policies by examining several major conflicts including the Arab-Israeli conflict and the Gulf War, and the system of regional alignment. The study assesses the impact of international penetration in the region, including the historic reasons behind the formation of the regional state system. It also analyses the continued role of external great powers, such as the United States and the former Soviet Union, and explains the process by which the region has become incorporated into the global capitalist market.

Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements. Book excerpt: Where not so long ago professors "owned" the tools of scholarship, controlled the labor process, and certified the quality of our product, the process of McDonaldization has torn this relation asunder. Rapidly increasing student faculty ratios, mass classes, and the use of low-wage teaching assistants and adjunct faculty have changed the job of professor (p. 64 ff.). Faculty are pressured to recruit and retain students seen as "customers" (p. 67) and to compete with private for-profit [End Page 368] universities (p. 71-72). With declining government aid for higher education, students increasingly see education as a form of consumption and demand control, choice, and "edutainment" (p. 64 and elsewhere). This is seen most obviously in "course evaluations" which some of the authors refer to as "customer satisfaction surveys" (p. 36, 132, 147). At the same time, faculty are relentlessly pushed to publish, engage in funded research, and develop new technological competencies. Control over product is threatened as universities make demands on ownership of intellectual property including patents and licenses, publications and courseware (p. 79-81). From the perspective of faculty, McDonaldization represents a dramatic loss of pedagogical authority. Simultaneously, the state, which still pays for much of the cost of education as a "public good," is increasing demands for accountability and standards. This takes the form of schemes for standardizing promotion and tenure, quantifying and measuring the product being delivered, and attempting to assure quality.
