Book excerpt: "The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), in coordination with the Directorate of Training and Doctrine Development-Force XXI and Fort Knox, sponsored this research and development effort to design simulation based training for selected members of conventional mounted brigade staff. Initial analysis of performance requirements in existing documentation revealed that the performance specifications were not sufficiently detailed for brigade battle staffs. Therefore, a systematic performance analysis was conducted. Brigade staff actions were role played by military subject matter experts (SME). Performance requirements were analyzed for three missions (movement to contact, area defense, and deliberate attack). After each role play session, SMEs responded to questionnaires regarding their actions and were interviewed extensively by training analysts Once the information was gathered, it was refined into task statements. The outcome of this process is a list of tasks that identify both individual and interactive performance requirements. The Combined Arms Operations at Brigade Level, Realistically Achieved Through Simulation (COBRAS) Brigade Staff Tasks are intended to be used as coaching guides for training observers and as job aids for the training participants."--DTIC.

Book excerpt: Multi-tier dispute resolution (MDR) entails an early attempt at mediation followed by arbitration or litigation if mediation is unsuccessful. Seemingly, everyone acknowledges MDR's attractiveness as a means of resolving disputes due to its combination of the flexibility and informality of mediation with the rigour and formality of arbitration or litigation. Yet, the question is why, except in China and some Asian jurisdictions, MDR is not resorted to around the world and MDR clauses in commercial contracts remain relatively uncommon. This book responds to that question by (1) surveying global regulatory approaches frameworks for MDR, (2) comparing MDR trends in Asia and the wider world, (3) identifying MDR's strengths and weaknesses, and (4) prescribing ways to address MDR's weaknesses (the enforceability of MDR clauses, the difficulties arising when the same person acts as mediator and decision-maker in the same dispute, and the enforcement of mediated settlement agreements resulting from MDR).

The programme has gone through a difficult transition since its inception in 2013, with an environment developing in a way utterly unanticipated by Chinese decision-makers. Despite pragmatic adjustments to the BRI, the lack of a firm empirical base has impeded the BRI and led to its demise in many countries. With the accumulation of nearly ten years of project and economic data, it is possible to make an in-depth assessment of the BRI. For this purpose, the study examines the infrastructure component of the BRI in 39 countries, stretching from the Americas to Oceania and, finally, South Asia. The study finds a strong relationship between a country’s progress in improved governance and the quality of its infrastructure. Countries that have benefited from the BRI have simultaneously achieved progress in governance areas, such as the rule of law and control of corruption. By not emphasizing improved governance structures, China condemns many of its partners to failure. Researchers, students, and economic development specialists from Latin America to South Asia and Oceania will find this study a useful departure from the volumes of anecdotal BRI assessments.

MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air- Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes.
