Furthermore, do we give scouts prioritized tasks, conditions, and standards, or provide them with the appropriate resources? Finally, will all this allow scouts to conduct reconnaissance up to the level of performance required to provide a tactical commander with the information he requires to conduct successful combat operations? This thesis examines the linkage between the individual tasks required to perform reconnaissance and the dependency of collective tasks at the scout platoon level on successful execution of the individual tasks. This thesis suggests that we do not train our scouts based on a prioritization of the most critical tasks. Furthermore, we do not structure them for success on the battlefield by limiting resources needed for mission accomplishment. This makes it improbable that they will be successful at performing those critical collective tasks at the platoon level. They led missions deep into contested territory, tracked resisting bands, spearheaded attacks against enemy camps, and on more than one occasion saved American troops from disaster on the field of battle. In War Party in Blue, Mark van de Logt tells the story of the Pawnee scouts from their perspective, detailing the battles in which they served and recounting hitherto neglected episodes. Employing military records, archival sources, and contemporary interviews with current Pawnee tribal members—some of them descendants of the scouts—Van de Logt presents the Pawnee scouts as central players in some of the army's most notable campaigns. He argues that military service allowed the Pawnees to fight their tribal enemies with weapons furnished by the United States as well as to resist pressures from the federal government to assimilate them into white society. According to the author, it was the tribe's martial traditions, deeply embedded in their culture, that made them successful and allowed them to retain these time-honored traditions. The Pawnee style of warfare, based on stealth and surprise, was so effective that the scouts' commanding officers did little to discourage their methods. Although the scouts proudly wore the blue uniform of the U.S. Cavalry, they never ceased to be Pawnees. The Pawnee Battalion was truly a war party in blue.

Book excerpt: Here is the oral history of the Apache warrior Chevato, who captured eleven-year-old Herman Lehmann from his Texas homestead in May 1870. Lehmann called him ?Bill Chiwat? and referred to him as both his captor and his friend. Chevato provides a Native American point of view on both the Apache and Comanche capture of children and specifics regarding the captivity of Lehmann known only to the Apache participants. Yet the capture of Lehmann was only one episode in Chevato?s life. ø Born in Mexico, Chevato was a Lipan Apache whose parents had been killed in a massacre by Mexican troops. He and his siblings fled across the Rio Grande and were taken in by the Mescalero Apaches of New Mexico. Chevato became a shaman and was responsible for introducing the Lipan form of the peyote ritual to both the Mescalero Apaches and later to the Comanches and the Kiowas. He went on to become one of the founders of the Native American Church in Oklahoma. ø The story of Chevato reveals important details regarding Lipan Apache shamanism and the origin and spread of the type of peyote rituals practiced today in the Native American community. Horse cavalry performed these missions for centuries, for it had speed and mobility far in excess of main battle units. Once the horse was replaced by mechanization, however, the mobility advantage once enjoyed by the horse cavalry disappeared. Since the early 20th century, the search for the proper mix of equipment, the proper organization, and the proper employment of reconnaissance units has bedeviled armies around the world. This survey uses a diverse variety of historical cases to illustrate the enduring issues that surround the equipping, organizing, and employment of reconnaissance units. It seems that these specialized units are either too heavily or too lightly equipped and too narrowly specialized or too conventionally organized. Pre-war reconnaissance doctrines tend to undergo significant change once fighting begins, leading to post-conflict analysis that reconnaissance units were “misused” in one way or another. McGrath ends his study with an intriguing conclusion about the role that specialized reconnaissance units should have in the future that may surprise many readers.
