Book excerpt: Despite the economic boom of the 1990s, the gap between the wealthy and the poor in the United States is growing larger. While ample evidence exists to validate perceived trends in wage, income, and overall wealth disparity, there is little agreement on the causes of such inequality and what might be done to alleviate it. This volume draws together a panel of distinguished scholars who address these issues in terms comprehensible to noneconomists. Their findings are surprising, suggesting that factors such as trade imbalances, immigration rates, and differences in educational resources do not account for recent increases in the inequality of wealth and earnings. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.
