In Democracy against Development, Jeffrey Witsoe investigates this counter-narrative, uncovering an antagonistic relationship between recent democratic mobilization and development-oriented governance in India. Witsoe looks at the history of colonialism in India and its role in both shaping modern caste identities and linking locally powerful caste groups to state institutions, which has effectively created a postcolonial patronage state. He then looks at the rise of lower-caste politics in one of India’s poorest and most populous states, Bihar, showing how this increase in democratic participation has radically threatened the patronage state by systematically weakening its institutions and disrupting its development projects. By depicting democracy and development as they truly are in India—in tension—Witsoe reveals crucial new empirical and theoretical insights about the long-term trajectory of democratization in the larger postcolonial world.

It centres on a historically marginalised caste who in recent years has become one of the most assertive and politically powerful communities in North India: the Yadavs. The Vernacularisation of Democracy is a vivid account of how Indian popular democracy works on the ground. Challenging conventional theories of democratisation the book shows how the political upsurge of 'the lower orders' is situated within a wider process of the vernacularisation of democratic politics, referring to the ways in which values and practices of democracy become embedded in particular cultural and social practices, and in the process become entrenched in the consciousness of ordinary people. During the 1990s, Indian democracy witnessed an upsurge in the political participation of lower castes/communities and the emergence of political leaders from humble social backgrounds who present themselves as promoters of social justice for underprivileged communities. Drawing on a large body of archival and ethnographic material the author shows how the analysis of local idioms of caste, kinship, kingship, popular religion, ‘the past’ and politics (‘the vernacular’) inform popular perceptions of the political world and of how the democratic process shapes in turn ‘the vernacular’. This line of enquiry provides a novel framework to understand the unique experience of Indian democracy as well as democratic politics and its meaning in other contemporary post-colonial states. Using as a case study the political ethnography of a powerful northern Indian caste (the Yadavs) and combining ethnographic material with colonial and post-colonial history the book examines the unique experience of Indian popular democracy and provides a framework to analyse popular politics in other parts of the world. Just as Americans least disadvantaged by racism are most likely to endorse their country as post‐racial, Indians who have benefited from their upper-caste affiliation rush to declare their country post‐caste. In The Caste of Merit, Ajantha Subramanian challenges this comfortable assumption by illuminating the controversial relationships among technical education, caste formation, and economic stratification in modern India. Through in-depth study of the elite Indian Institutes of Technology (IITs)—widely seen as symbols of national promise—she reveals the continued workings of upper-caste privilege within the most modern institutions. Caste has not disappeared in India but instead acquired a disturbing invisibility—at least when it comes to the privileged. Only the lower castes invoke their affiliation in the political arena, to claim resources from the state. The upper castes discard such claims as backward, embarrassing, and unfair to those who have earned their position through hard work and talent. Focusing on a long history of debates surrounding access to engineering education, Subramanian argues that such defenses of merit are themselves expressions of caste privilege. The case of the IITs shows how this ideal of meritocracy serves the reproduction of inequality, ensuring that social stratification remains endemic to contemporary democracies.

It examines the individual trajectory of 16 states, from the 1950s to 2000s, according to one dominant parameter—the evolution of the caste background of their elected representatives known as Members of the Legislative Assembly, or MLAs. The Constituent Assembly desired the democracy to ensure the liberty of opinion through fraternity of the individuals, castes and communities to accomplish the equality and justice to make India a nation. India made gigantic developments in the fields of economic growth and in building the institutions and integrating various sections of people into the democratic polity. This work establishes the transformation of dominant castes into political organs and the nucleus of parties. The caste hierarchy thus turns out to be the foundation and, even, a reason for the success of the electoral democracy. The constitutional objectives set for the governments have however been infringed, thus democracy turned to promote capitalism and authoritarian regimes causing mass unrest. That necessitated the bygone Hindutva to come back and take forward the agendas of caste, capitalism and authoritarianism. Democracy has been passing through a crisis of conflicts – caste and community – at various stages of its evolution. The ordinary people at different stages had taken democratic stands turning the democracy to the right path through protests and voting. Of late the caste movements for empowerment set terms for democracy to move on. The caste movements, however with sub-caste interests, ignored the conscientiously arrived concept of ‘justice’. The constitution specified that might have brought the people, parties and governments together for achieving the set objectives of democracy and the nation-state.

Moreover, this book suggests that this redefinition of Indian politics is more widespread than generally understood and considers how strategies used by both organizations featured have continued to be part of the national story about democracy and dissent in India.
