Los países de América Latina y el Caribe (ALC) comparados con los países de la OCDE presentan un rezago notable en el crecimiento socio económico y el desarrollo sustentable. Las publicaciones de UNESCO, CEPAL, BID, principalmente, explicitan que esto se debe al estado incipiente de los procesos de innovación e integración regionales, la pobreza de su población y un capital humano insuficiente para aplicar las tecnologías necesarias en la industrialización de sus materias primas. El objetivo principal. Es tener una visión del comportamiento de los sistemas de innovación nacionales se construye un modelo de análisis de sus comportamientos diseñando los escenarios correspondientes empleando las publicaciones citadas en la selección de las variables del Índice Global de la Innovación del Foro Económico Mundial (WEF). El análisis se efectuó aplicando los análisis de clustering y dimensionamiento multivariante (MDS). Los países analizados son: México y Argentina Brasil, Paraguay, Uruguay, estos cuatro conforman la alianza MERCOSUR y los países Colombia, Venezuela, Ecuador, Bolivia; Perú y Chile el PACTO ANDINO. Resumen global de los resultados. La tesis propone un modelo de análisis para conocer el comportamiento de los sistemas de innovación de ALC en áreas de responsabilidad y niveles de decisión de los agentes y actores, vale decir las organizaciones gubernamentales, las empresas públicas y privadas, las Universidades y las ONG aplicadas a la Innovación. .La innovación es una actividad compleja cuyos componentes interactúan generando nuevos conocimientos para aumentar la competitividad y participar en los mercados globalizados con ventajas competitivas de alta tecnología. Conclusiones Los países de ALC generaran estrategias para un financiamiento de la Asociación Latinoamericana para la Innovación (ALADI) y fijando las políticas públicas y privadas de los escenarios de las estrategias de los acuerdos públicos y privados, para tener: Una ruta del Estado para una reforma tributaria gradual con incentivos a la inversión productiva con controles adecuados de mayor equidad y eficiencia. Transparencia del gasto público. Gasto social redistributivo con equidad y productividad.
