Book Synopsis Government Wage Bill Management and Civil Service Reform in the Eastern Caribbean Currency Union by : Mr.A. E. Wayne Mitchell
Download or read book Government Wage Bill Management and Civil Service Reform in the Eastern Caribbean Currency Union written by Mr.A. E. Wayne Mitchell and published by International Monetary Fund. This book was released on 2019-05-17 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this study, we assess the size of the government wage bill and employment in the member countries of the Eastern Caribbean Currency Union and their implications for fiscal sustainability and the adequacy of public service delivery. Over the period 2005 to 2015 their wage bill (as a percentage of GDP, government revenues and expenditures) is higher than in other small states notwithstanding recent efforts by governments to make it more manageable. The composition and distribution of employment is sub-optimal and is reflected in skills mismatches contributing to inefficiencies in public service delivery. Using a dynamic fixed-effects panel, we find that wage bill growth reflects the expansion of government activities to speed up economic and social development and that wage bill spending is procyclical in good times but is rigid during downturns. Finally, we identify the main institutional and legal reforms needed to improve wage bill management and public service efficiency.

Book Synopsis Trade Investment and Development in the Contemporary Caribbean by : Bhoendradatt Tewarie
Download or read book Trade Investment and Development in the Contemporary Caribbean written by Bhoendradatt Tewarie and published by Ian Randle Publishers. This book was released on 2007 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Small open economies like those making up the countries of the Caribbean region share a number of fundamental problems of economic management which ultimately affect the entire development process. Co-authors Bhoe Tewarie and Roger Hosein use Trinidad and Tobago and the management of its energy resources as a case study to examine some of the development challenges that face countries of the region. They make the point that in spite of that country s abundant energy resources which has allowed it to grow at a comparatively rapid rate, Trinidad and Tobago, like lesser endowed CARICOM partners, has had to cope with challenges such as diversification, human development, managerial capacity and institutional weakness, all of which contributed to seven consecutive years of decline between 1983 and 1990. Not only is the availability of resources no guarantee for economic success, it also creates unique problems and in the case of Trinidad and Tobago, this is manifested in uneven development in the energy sector compared to other sectors of the economy and society. While the volume focuses on Trinidad and Tobago, there is ample discussion of a range of issues that affect the entire region extending from trade within CARICOM to globalization, open regionalism, relations with the United States, human capital formation and the role of education systems and educational policy in the development process. Tewarie and Hosein combine their talents and research in the areas of economics, culture, education, literature, trade and investment, and development generally, to produce a volume that is rich in data and insights into the development process. Book Synopsis Agricultural Policy And Collective Self-reliance In The Caribbean by : W. Andrew Axline
Download or read book Agricultural Policy And Collective Self-reliance In The Caribbean written by W. Andrew Axline and published by Routledge. This book was released on 2019-03-13 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Focusing on the process of agricultural policy-making within the Caribbean Community and Common Market (CARICOM), this book provides a context for understanding the evolving theory of regional integration among developing countries. Dr. Axline traces the progress of Caribbean integration from its beginnings in the mid-1960s to its present state of stagnation. Drawing on original documents and extensive interviews in the twelve CARICOM member countries, he describes the move away from a market-oriented laissez-faire approach to agriculture and the shift toward sectoral programming. The role of other regional organizations, such as the Caribbean Development Bank and the Caribbean Agricultural Research and Development Institute, is examined and related to national and regional policies in the agricultural sector. The Caribbean experience, concludes Dr. Axline, suggests that the future direction of regional cooperation among developing countries will likely be toward more intensive integration on a less extensive scale.
