Book excerpt: A myriad of studies have associated effective, high-quality Career Technical Education (CTE) programs with college and career readiness, needs of the workplace, and the demands of the labor industry (Brown, 2005; DeWitt, 2008; Horne, 2010; Texas Workforce Commission, 2012). Career pathways are a part of CTE and describe a focus that students undertake by choosing multiple courses in a similar vocational subject. This study extensively evaluated the CTE program in a large Gulf Coast suburban school district, the statistical differences of students on the Texas Assessment of Knowledge and Skills (TAKS) state assessment, and analyzed completion and dropout rates between CTE students in a career pathway and their non-CTE peers. A significant difference was found in English Language Arts (ELA), math and science TAKS scores, as well as in both completion and dropout rates. The role of CTE in public education and implication on school leadership are also discussed.

Book excerpt: In December 2015, the Every Student Succeeds Act (ESSA) asked each state to design a plan to hold accountable their State Education Agency to provide flexible pathways to college and career with a commitment to ensure personalized learning and equitable opportunities for high school learners. With decades of effort to provide personalization through college and career pathways, the Vermont House and Senate Committees on Education holds its Agency of Education (VAOE) responsible for reporting how the Agency increases high school graduation rates and reduces dropout rates through the state-funded dual enrollment program. As State Education Agencies implement their ESSA plans, the literature provides a historical perspective of personalized learning, college and career readiness, and the dual enrollment pathway adopted by all 50 States. As a quantitative study of secondary data from the VAOE and the New England Secondary Schools Consortium (NESSC), this study explored the effect of program outcomes for subgroup dual enrollment voucher usage for gender, Special Education, Economically Disadvantaged, and the English Language Learner. The research further examined the number of high schools that participated in the state-funded dual enrollment program and its effects on graduation and dropout rates. The evidence for voucher usage and an increase in the number of participating high schools was not strong enough to suggest a positive effect exists to influence state graduation rates or reduce dropout rates. However, this study found that a decrease, rather than an increase in the number of participating high schools was a statistically significant predictor to reduce the state's dropout rate. The insights gained through this study and its implications on dual enrollment configuration remain fruitful for future research. Therefore, it is only through continued examination of the nuances of state-sponsored dual enrollment programs and their configuration that state policymakers, State Education Agencies, high school leadership, and community college and university decision-makers can personalize learning through this pathway, and prepare its community of learners now and into the future.

Book excerpt: This brief begins with a discussion of the composition of state leadership teams and organizing structures for supporting a Pathways to Prosperity Network initiative, and then describes effective strategies currently at play in the network states for jumpstarting work in the regions. It goes on to review state policies that support 9-14 collaborations, including dual enrollment, career and technical education policy, and funding. The 9-14 career pathways policy lever is well developed as a result of extensive work by several organizations, including Jobs for the Future (JFF), which has a decade of experience in high school-to-post-secondary transitions that incorporate dual enrollment. JFF has also developed a specific 9-14 policy set to support Early College Designs. The organization has led the Early College High School Initiative nationally since 2002. The paper then becomes more speculative. In the sections on career advising, employer engagement, and intermediaries, the paper lists and briefly describes policies that could be deployed in the service of 9-14 career pathways development, but are not currently widespread or designed specifically to support 9-14 career pathways. These sections are shorter, and while they do include some examples, they also point in new directions that might be explored and raise questions about where state-level policies are needed and where regional and local decision making are more effective. As a result, system leaders have had to shift their focus and practices. This study provides critical evidence about the superintendent’s role as a systems thinker and leader in supporting student success through the lens of college and career readiness for all students. The specific population studied was superintendents of small city school districts (SCSD) in New York State that have diverse student populations and limited resources. These districts and their leadership must find ways to level the playing field for minority populations as well as the growing number of English Language Learners, students with disabilities, and students with family incomes that qualify for the free and reduced lunch program. Therefore, superintendents in these less advantaged districts must take significant steps to close the achievement gap between student groups in order to meet the same college and career expectations as other more advantaged districts. This study points the system leader to a set of practices that will guide systemic change and maximize improvements toward college and career pathways for all students. The six leadership shifts revealed by this research are based on the 2008 Interstate School Leader Licensure Consortium (ISLLC) standards and organized in a user-friendly chart to provide leaders with the major recommendations at a glance. These recommendations can be applied to all superintendents who are interested in targeted practices that support college and career readiness for all students irrespective of their zip code or ability level.
