It further exposes the failures of a global economic regime that, based on self-interest, has led to the enormously unequal and fragmented society of today and our decreased ability to respond and recover from the critical worldwide consequences of such a regime over time — notably, climate change. At stake is our very survival beyond the twenty-first century. The fundamental tenet of this book is that our power to heal our currently fractured society lies in the depth of our humanity — in our shared human spirit and spirituality. What is sacred or of imperishable supreme value is what we can be as a human race: empowered, fulfilled individuals, living in harmony, deeply sharing and caring for one another and the environment that sustains us across our distinct cultures and worlds in which we live. Thus, the norms in our economic relations do not have to be those of self-interest that separates us, the ever-watchful distrust represented by “the deal” and immediate economic advantage for me. Instead, we can build an economic frame for our society based on mindfulness, care, mutual human benefit, and trust — on our shared humanity. Our argument was complete and we were ready to publish. But then, suddenly, from the dawning of 2020, everything changed. COVID-19 invaded and the world as we knew it simply stopped. No one saw it coming. As authors, we waited to watch and seek to understand. The result is that the book captures the COVID trauma and, against the fractures based on self-interest already visible in today’s society, assesses the impact of COVID-19 now and for the future. Focusing on a humanity-based economics is even more important now, and this book shows why. This study examines the development of Papuan nationalism from the Pacific War through the movement?s revival after the fall of President Suharto in 1998. The author argues that the first step in understanding Papuan nationalism is understanding Papuan history and historical consciousness. The history that so preoccupies Papuan nationalists is the history of the decolonization of the Netherlands Indies, the struggle between Indonesia and the Netherlands over the sovereignty of Papua, and Papua?s subsequent integration into Indonesia. Papuan nationalism is also about ethnicity. Many Papuan nationalists make strong distinctions between Papuans and other peoples, especially Indonesians. However, Papuan society itself is a mosaic of over three hundred small, local, and often isolated ethno-linguistic groups. Yet over the years a pan-Papuan identity has been forged from this mosaic of tribal groups. This study explores the nationalists? argument about history and the sources of their sense of common ethnicity. It also explores the possibility that the Special Autonomy Law of 2001, if implemented fully, might provide a framework in which Papuan national aspirations might be realized.This is the fourteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.
