Monetary policy has been tightened to contain core inflation and effects of the food and fuel price shocks. The government has allowed for scaling up of infrastructure investment spending. The programmed adjustment of fiscal and monetary policies will help put Uganda on a more sustainable medium-term trajectory. Eliminating tax exemptions and incentives will address the revenue gap. The planned oil revenue management framework is encouraging.

Despite sluggish growth in credit to the private sector, GDP growth has been supported by the implementation of large public investments. Inflation has started to decelerate toward the medium-term target, allowing for monetary policy easing. Adverse weather developments, regional and global-political and economic uncertainties, and post-election fiscal pressures may challenge the achievement of short-term growth and inflation objectives. However, provided progress on structural reforms is accelerated, the medium-term outlook remains positive, supported by future oil production, increased regional integration and inter-regional trade, and implementation of significant infrastructure projects.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers the causes of high-level state corruption as well as the political constraints of countering corruption in Africa. It examines elite corruption in government as well as in the political and military spheres of state activity, and focuses on illegal behaviour on the part of state and non-state actors in decision-making. Situating corruption and anti-corruption within a political framework, this book analyses the motivations, opportunities and relative autonomy of state elites to manipulate state decision-making for personal and political ends. Based on detailed case studies in Uganda, the authors focus on corruption in the privatization process, military procurement, foreign business bribery, illegal political funding, and electoral malpractice. The book examines why anti-corruption institutions and international donors have been constrained in confronting this executive abuse of power, and discusses the wider relevance of Uganda’s experience for understanding elite corruption and anti-corruption efforts in other African countries. The Politics of Elite Corruption in Africa will be of interest to students and scholars of African politics, African political economy, development studies, corruption and government.

Book excerpt: Capital gains taxes pose a host of technical and political design problems and yet, while the literature on the theory of capital gains taxation is substantial, little has been published on how governments have addressed these dilemmas. Written by a team of distinguished international experts, Capital Gains Taxation addresses the gap in the literature; it explains how a number of countries tax capital gains and the successes and pitfalls of these methods.

Available in PDF, EPUB and Kindle. Book excerpt: Budget 2011 sets out the action the Government will take in three areas: maintaining a strong and stable economy; encouraging growth; and delivering fairness. Chapter 1 outlines how the measures in the Budget advance the Government's long-term goals. Chapter 2 provides a brief description of all Budget policy decisions. The decisions have a neutral impact on the public finances, implementing fiscal consolidation as planned. Growth is forecast to be 1.7 per cent in 2011, but the outlook for the public finances is broadly unchanged. Measures are outlined on: personal tax; corporate taxes; tax measures affecting charities; indirect taxes (tobacco, alcohol, fuel and gambling duties, other transport taxes, landfill, VAT); tax reliefs; anti-avoidance; tax administration and banking. Action to promote growth include (a) creating the most competitive tax system in G20, with reductions in corporation tax, simplification of the tax system, and consultation on integrating the operation of income tax and National Insurance; (b) measures to facilitate and support the starting up of businesses - removal of regulatory burdens, implementing Lord Young's proposals on health and safety, expansion of investment schemes and other financial support, streamlining the planning system, investing in science capital development; (c) encouraging investment and exports through establishing 21 new enterprise zones, extra funding for new rail projects and pothole repair; (d) creation of a more educated, flexible workforce, with additional work experience places and apprenticeships. Fairness is addressed through various tax and pension changes. Appendix A examines the impact on households. A number of supporting documents are published alongside the Budget.

Book excerpt: In this urgent essay, George Megalogenis argues that Australia risks becoming globalisation’s next and most unnecessary victim. The next shock, whenever it comes, will find us with our economic guard down, and a political system that has shredded its authority. Megalogenis outlines the challenge for Malcolm Turnbull and his government. Our tax system is unfair and we have failed to invest in infrastructure and education. Both sides of politics are clinging defensively to an old model because it tells them a reassuring story of Australian success. But that model has been exhausted by capitalism’s extended crisis and the end of the mining boom. Trusting to the market has left us with gridlocked cities, growing inequality and a corporate sector that feels no obligation to pay tax. It is time to redraw the line between market and state. Balancing Act is a passionate look at the politics of change and renewal, and a bold call for active government. It took World War II to provide the energy and focus for the reconstruction that laid the foundation for modern Australia. Will it take another crisis to prompt a new reconstruction? “Australia is in transition. Saying it is easy. The panic kicks in when we are compelled to describe what the future might look like. There is no complacent middle to aim at. We will either catch the next wave of prosperity, or finally succumb to the Great Recession.” —George Megalogenis, Balancing Act This issue also contains correspondence discussing Quarterly Essay 60, Political Amnesia, from Bernie Fraser, Amanda Walsh, Tarah Barzanji, Allan Behm, Jennifer Rayner, Anne Tiernan, Graham Evans, John Quiggin, Scott Ludlam, Michael Keating, Stephen Sedgwick, and Laura Tingle

Directors agreed that the Extended Credit Facility (ECF)-supported program, accompanied by a technical assistance agenda, provides an appropriate framework for addressing the considerable challenges lying ahead and a basis for continued engagement with the donor community.

Available in PDF, EPUB and Kindle. Book excerpt: How have the policies of recent administrations shaped today’s economy? To what extent has federal policy contributed to growth in income inequality? Why have the parties become so polarized and how has polarization influenced economic policy? This book provides an introduction to the contemporary political economy of the United States. It examines the politics of economic policymaking, the influence of federal policies and programs on the economy, and the co-evolution of politics and the economy over the past five decades. Along the way, it explains the causes and consequences of many contemporary phenomena, such as the government’s deficits and debt and the ideological polarization of the parties. The book is divided into two parts. The first half explains how America’s political economy "works." It explains what the federal government does, why it does what it does, and how its policies influence the economy. The second half explains "how we got here" with a review of major political and economic developments since the 1970s, all the way up to the early years of the Trump Administration. This weaving together of theory and history provides both the tools and the context so that readers can properly understand the nation’s current-day politics and policy debates.
