It presents new evidence based on advanced econometric tools for analysing and understanding the relationship between public and private investments in agriculture and input subsidies (fertilizer, power, irrigation, and credit) together with their impacts at the dis-aggregated state level. The book also deliberates on an income based direct support system for farmers as an alternative to the existing input price subsidy regime. Book excerpt: The National Rural Employment Guarantee Scheme (NREGS) which was renamed as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in 2009 is a flagship employment guarantee programme of the Government of India (GoI). Implemented by the GoI in the year 2005-06, this programme is considered as a game changer in the realm of Indian development practice because of it's rights based approach and comprehensive geographical and social coverage. It has been a year short to a decade that this programme is in operation and has undergone a number of administrative and other changes including new additions with respect to it's cardinal features of administration, operation, scope of work and class of beneficiaries. Assam has been implementing the scheme from the 1st phase of it's implementation. Undertaking the matching methodology-Propensity Score Matching (PSM) and Difference in Difference (D-in-D) methods, this paper analyses the impact of MGNREGA on two of the very important dimensions of development i.e. employment and social capital formation. It's findings clearly support the positive impact of MGNREGA on these two variables and find them to be critical too. It also in a simple way validates MGNREGA's implicit claim to be regarded as novel development practice based on the contemporary concept of development (i.e. sustainable development) and approach (i.e. capability approach) to development.

Book excerpt: This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.
