Book excerpt: This book provides a blueprint for the allocation of public expenditures “in” and “for” agriculture at the dis-aggregated state level and suggests a reorientation in favour of disadvantaged regions where the marginal returns on additional investments would be higher. It provides insights into the inter-linkages between public expenditures, private investment, rural poverty, and agriculture productivity from a regional perspective to reflect upon spatial differences in the welfare effects of various investments, subsidies, and policies. The book focuses on agricultural growth and rural poverty reduction through public and private investments, non-farm employment, and other pathways to the formulation of appropriate policies at the dis-aggregated state level. It presents new evidence based on advanced econometric tools for analysing and understanding the relationship between public and private investments in agriculture and input subsidies (fertilizer, power, irrigation, and credit) together with their impacts at the dis-aggregated state level. The book also deliberates on an income based direct support system for farmers as an alternative to the existing input price subsidy regime. Accordingly, the book offers valuable insights not only for researchers working on poverty alleviation, rural economy, and agricultural growth, but also for policymakers.

Book excerpt: This valuable book summarizes recent research by experts from both the natural and social sciences on the effects of population growth on land use. It is a useful introduction to a field in which little quantitative research has been conducted and in which there is a great deal of public controversy. The book includes case studies of African, Asian, and Latin American countries that demonstrate the varied effects of population growth on land use. Several general chapters address the following timely questions: What is meant by land use change? Why are ecological research and population studies so different? What are the implications for sustainable growth in agricultural production? Although much work remains to be done in quantifying the causal connections between demographic and land use changes, this book provides important insights into those connections, and it should stimulate more work in this area.

Book excerpt: The National Rural Employment Guarantee Scheme (NREGS) which was renamed as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in 2009 is a flagship employment guarantee programme of the Government of India (GoI). Implemented by the GoI in the year 2005-06, this programme is considered as a game changer in the realm of Indian development practice because of it's rights based approach and comprehensive geographical and social coverage. It has been a year short to a decade that this programme is in operation and has undergone a number of administrative and other changes including new additions with respect to it's cardinal features of administration, operation, scope of work and class of beneficiaries. Assam has been implementing the scheme from the 1st phase of it's implementation. Undertaking the matching methodology-Propensity Score Matching (PSM) and Difference in Difference (D-in-D) methods, this paper analyses the impact of MGNREGA on two of the very important dimensions of development i.e. employment and social capital formation. It's findings clearly support the positive impact of MGNREGA on these two variables and find them to be critical too. It also in a simple way validates MGNREGA's implicit claim to be regarded as novel development practice based on the contemporary concept of development (i.e. sustainable development) and approach (i.e. capability approach) to development.

Book excerpt: The book assesses the development experience by reflecting on a number of aspects, such as growth in relation to employment, regional imbalances and rural–urban distribution. Further, it examines educational attainment and human capital formation issues in the context of the skill shortages the country is facing, and analyses social inequality, including gender, and evaluates a number of empowerment strategies. Lastly, it critically assesses the effectiveness of health services by examining case studies of on-going sanitation, family planning and reproductive health programmes. Presenting both quantitative and qualitative approaches, the papers utilise rare databases that are usually not available in the public domain to reflect on the country’s development experience. The book revisits many development concerns, particularly inclusiveness aspects, through an in-depth analysis. It covers three major areas related to (a) employment, (b) education and skill and (c) social concerns and issues related to health services. The book will be an important resource not only for researchers but also for policy makers and those involved in capacity development in these areas.

This analysis outlines the controversial shift in Indian economic policy from State-oriented development strategy to market-oriented development that leaves decisions of production and distribution to be made by the market.

Book excerpt: This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.
