Book excerpt: This paper discusses ideas and methodologies on reducing urban poverty, paying particular attention to the changes that can be triggered by the practice of community savings. As local communities struggle to improve their development options, this practice has demonstrated staying power and relevance in many different nations, cities and contexts, in some cases producing lasting transformation. Community savings are collective financial accumulations accrued by a defined (but often not formalised) group of people. The process involves the establishment and strengthening of local savings groups, in most cases residentially based (i.e. spatially defined), although similar systems have also been explored with trade or enterprise-based groups. Within these groups, members, often primarily women, pool small amounts of finance, in some cases with a defined savings period such as once a week or once a month and in other cases whenever income is available. Although the savings are individual, with each person recording and "owning" their own savings, there is a collective accumulation and management of the monies. The paper describes recent experiences in collective savings among low-income urban citizens in towns and cities across the Global South, most of them residents of informal settlements. The practices of some of these groups have evolved into substantive institutional innovations centred on community savings funds. The changes in individual and collective relations, capacities and assets catalysed by these practices have raised incomes, consolidated and protected individual and collective assets and reduced political exclusion. The benefits extend beyond the immediate impacts. The practice can stimulate changes in a number of aspects of urban poverty, encouraging multiple reinforcing effects that help to move households out of poverty and demonstrating alternative relations with local government and other state agencies that support a more effective pro-poor and accountable state.

Book excerpt: For more than one hundred years, governments have grappled with the complex problem of how to revitalize distressed urban areas. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

Book excerpt: During the JEE mission in early December 2023, capacities in 19 technical areas for Armenia were evaluated through a peer-to-peer, consultative process that brought a multi-sectoral group of national subject matter experts together with the multi-national, multi-disciplinary JEE team for a week of discussion, collaboration, and field visits. This process led to consensus on scores and priority actions across the 19 technical areas. Armenia’s commitment to strengthening its IHR core capacities is evident from the decision to undertake a second JEE. Since the first JEE was conducted in August 2016, Armenia has worked hard to develop and improve its public health capabilities and capacities. Like all countries, Armenia was significantly impacted by the COVID-19 pandemic. Although the national and local pandemic responses revealed areas that can be further strengthened, it is noteworthy that a strong and resilient health sector was able to maintain essential health services, as exemplified by the continuation of commendably high vaccination rates by the national immunization programme. The recent humanitarian crisis arising from the military conflict in Nagorno-Karabakh resulted in forced displacement of more than 100 thousand refugees with a diversity of health issues serve as a reminder for the need to maintain vigilance and be fully prepared to respond to complex emergencies that require strong collaboration between public health, security and other concerned sectors. Through a careful review of the findings of both the field visits and the plenary and bilateral technical discussions, the external team identified several cross-cutting themes and challenges that impact all 19 technical areas. In view of these findings, four recommendations are proposed.
