Book Synopsis Incentives for Public Investment Under Fiscal Rules by : Jack M. Mintz
Download or read book Incentives for Public Investment Under Fiscal Rules written by Jack M. Mintz and published by World Bank Publications. This book was released on 2006 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors explore the relationship between fiscal rules and capital budgeting. The current budgetary approach to limit deficits to a fixed portion of GDP or to balance budgets could undermine incentives to invest in public capital with long-run returns since politicians concerned about electoral prospects would favor expenditures providing immediate benefits to their voters. An alternative budgetary approach is to separate capital from current revenues and expenditures and relax fiscal constraints by allowing governments to finance capital expenditures with debt, as suggested by the golden rule approach to capital funding. But the effect of capital budgeting would be to provide opportunities to politicians to escape the fiscal rule constraints by shifting current expenditures into capital accounts that are difficult to measure properly, thereby leading to increased borrowing. As an alternative, the authors propose a modified golden rule limiting debt finance to a proportion of the government's investment in self-liquidating assets.
Book Synopsis A Government Reinvented by : Christopher J. Bruce
Download or read book A Government Reinvented written by Christopher J. Bruce and published by Oxford University Press Canada. This book was released on 1997 with total page 540 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is the culmination of an objective, in-depth study of the aggressive attack on the Alberta deficit launched by Premier Ralph Klein's government in 1993. Klein's was the first Canadian province to introduce drastic measures to eliminate its deficit-solely by means of expenditure cuts. After only two years, a $3.4 billion deficit had become a $958 million surplus. A Government Reinvented answers the question, 'How was this goal achieved so quickly?' The research needed to answer this question was distributed among nine experts in the fields of economics, education, and political science. The resulting papers were presented and critiqued at a conference in Banff, Alberta in November 1995. A Government Reinvented features the revised research papers, with parallel commentaries by specialists in economics, law, and public administration. The book examines not only the Klein government's specific cost-cutting strategies, but also general topics such as: theories of government budgeting and bureaucracy, institutional design and public policy, and the delivery of government services.
Book Synopsis Fiscal Policy, Stabilization, and Growth by : Guillermo E. Perry
Download or read book Fiscal Policy, Stabilization, and Growth written by Guillermo E. Perry and published by World Bank Publications. This book was released on 2007-10-19 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fiscal policy in Latin America has been guided primarily by short-term liquidity targets whose observance was taken as the main exponent of fiscal prudence, with attention focused almost exclusively on the levels of public debt and the cash deficit. Very little attention was paid to the effects of fiscal policy on growth and on macroeconomic volatility over the cycle. Important issues such as the composition of public expenditures (and its effects on growth), the ability of fiscal policy to stabilize cyclical fluctuations, and the currency composition of public debt were largely neglected. As a result, fiscal policy has often amplified cyclical volatility and dampened growth. 'Fiscal Policy, Stabilization, and Growth' explores the conduct of fiscal policy in Latin America and its consequences for macroeconomic stability and long-term growth. In particular, the book highlights the procyclical and anti-investment biases embedded in the region's fiscal policies, explores their causes and macroeconomic consequences, and asesses their possible solutions.

Book Synopsis Budget Theory in the Public Sector by : Aman Khan
Download or read book Budget Theory in the Public Sector written by Aman Khan and published by Bloomsbury Publishing USA. This book was released on 2002-12-30 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dominated by multiple, competing, and occasionally overlapping theories, the act of budgeting is by no means a staid, dispiriting task. Kahn, Hildreth, and their group of scholars and practitioners show that budgeting is an institutional process, an incremental decision-making tool, and when correctly applied becomes a tribute to managerial and administrative efficiency. Taken together, the chapters provide an unusually coherent conceptual foundation for budgeting as a legitimate field of study, and demonstrate yet again that in its current state the field is truly eclectic but compartmentalized. They also show why it is so difficult to come up with one unified theory of budgeting—and that is one of the book's major benefits. It opens new areas of inquiry that, in the opinion of Khan, Hildreth, and others, will generate renewed interest in probing the field's theory and applications. Understandable and readable for those with limited knowledge of the subject but needing a sufficiently useful grasp of its various issues and problems, the book is both an important reference work for scholars in the field and a practical guide for students of administration, their teachers, and for managers throughout the public sector.
Download or read book Fiscal Management written by World Bank and published by World Bank Publications. This book was released on 2005 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accountability of government to citizens is the foundation for good governance. Unfortunately, many developing countries suffer the results of dysfunctional governance systems that fail to provide even minimal levels of vital public services. The key message of the New Institutional Economics is that incentives matter. In the public sphere, the countries' accountability frameworks rewards, sanctions, and measurement of performance shape public sector performance. This book applies this fundamental insight to fiscal/budgetary analysis and public service delivery, giving the reader tools and around the globe examples of institutional arrangements that help citizens hold government accountable for their performance.
