Book excerpt: The note looks at the interrelation of three essential components to economic development: capacity building - the development of skills and institutions; good governance; and, economic reform, the two other components which cannot be implemented without well-functioning institutions. It further reviews the rationale and evidence of institutional capacity building, because it provides the framework within which people, and firms participate in the economy. Most importantly, the different specific objectives of international financial institutions are examined, first in their support to investments, e.g., infrastructure and capacity building within an adjustment program; second, in the achievement of economic and social policy; and, third, in encouraging economic development, and business practices, through training, and collaborative efforts. The note specifically reviews the support provided by the International Monetary Fund, which includes capacity building towards enhancing economic expertise, through technical assistance, and training, and, advisory and consulting aid. Effective market-supported institutions of economic management, are indispensable to the economic development process, thus international financial institutions need to formulate approaches to capacity building.

Book excerpt: Reforming the African Public Sector: Retrospect and Prospectsis an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).

Book excerpt: Sub-Saharan Africa needs much faster economic growth and more effective economic, financial, and social policies if it is to make up for lost ground and reduce the number of people living in abject poverty. Edited by Laura Wallace, this volume presents the proceedings of a May 1998 seminar in Paris, organized jointly by the IMF and the Japanese Ministry of Finance, on ways to accelerate Africa's growth in our increasingly globalized world. Senior African and Asian government officials, representatives from multicultural institutions, donors, academics, and private sector participants gathered to discuss how to improve the private investment environment in African countries and take advantage of globalization's benefits while minimizing its risks, and how to strengthen the contribution of government in areas of capacity building, good governance, effective public resource management, and improved quality and composition of government spending.

Good governance is a focal point in many projects and programs of the German Technical Cooperation. It is also a necessary element in every international declaration on development cooperation. In order to promote good governance successfully - i.e. to achieve actual progress - capacity development is essential. This book deals with governance issues in the water and health sectors and in relation to forests, land, public finance reforms, and civil society. Further, it includes the Organization for Economic Co-operation and Development's publication The Challenge of Capacity Development: Working Towards Good Practice. Experts in German development cooperation present their experiences by offering detailed insights into their work. They analyze the influence and added value of capacity development in development cooperation and, first and foremost, demonstrate the importance of capacity development for fostering good governance.

Available in PDF, EPUB and Kindle. Book excerpt: 'The United Nations system was a pioneer in the field of technical cooperation, and capacity development is its central mandate. UNDP has long played an important leadership role in both, as a source of technical cooperation funds and advisory services and as the home of innovative intellectual research and analysis on how to make them more efficient and effective. This book [presents] a vision that builds on new possibilities for knowledge-sharing, for which the revolution in information and communications technologies offers ample opportunities... a vision that is firmly founded on genuine ownership by the ultimate beneficiaries of development efforts: the government and citizens of developing countries' From the Foreword by MARK MALLOCH BROWN, Administrator, UNDP Capacity for Development brings together innovative and well-supported studies of technical cooperation along with its potential to build sustainable capacities in developing countries, by enhancing the knowledge, skills and productive aptitudes of their populations. A team of eminent development professionals and economists examine the achievements of technical cooperation and offer recommendations for reform in the context of globalization, democratisation, the information revolution and the growth of capacities in the South. They analyse the issues from three perspectives: ownership, capacity enablers and knowledge. The team show how the complex processes involved can be restructured to produce local involvement and empowerment, set out a normative framework for the input from society, and describe a new paradigm of knowledge for capacity building in the network age. This book will be essential reading for all development professionals and policy-makers, as well as providing an invaluable research and teaching resource.
