Book excerpt: The Cannon AFB records search included a detailed review of pertinent installation records, 23 agency contacts for documents relevant to the records search effort, and an onsite base visit conducted by CH2M HILL during the week of May 9 through May 13, 1983. Activities conducted during the on-site base visit included interviews with 37 base employees, a ground tour of the installation, a detailed search of installation records, and a helicopter overflight to identify past disposal areas. Attempts were also made to contact and interview former base employees for information relevant to the records search effort. The installations addressed in the records search include Cannon AFB, Melrose Bombing Range, and Conchas Lake Recreation Annex. No direct evidence was found to indicate that migration of hazardous contaminants exists within or beyond Cannon AFB boundaries. Indirect evidence of contamination was found at three sites.

Book excerpt: The 27th Fighter Wing (27 FW) at Cannon Air Force Base (AFB) is an integral part of the United States Aerospace Expeditionary Force (AEF). The AEF concept integrates fighters, bombers, support aircraft, and tactical airlift into one functional unit that responds rapidly and decisively to potential crises anywhere in the world. Cannon AFB's F-16 pilots are routinely deployed to the world's "hot spots" and subjected to hostile radar and anti-aircraft defenses. The increasing sophistication of enemy equipment and tactics requires that the 27 FW pilots be trained to instantly respond to these threats. Continued survival depends on this training. Defensive training involves the rapid response of pilots to threats from opposing radar, reflexive maneuvering, and dispensing of defensive countermeasures. Defensive countermeasures include chaff that confuses enemy search radars and radar-guided missiles, and flares that decoy heat-seeking missiles and sensors. The 27 FW, the proponent of this action, currently conducts training using chaff and flares, but is limited to the restricted airspace associated with the Melrose Air Force Range (AFR) (R-5104/5105). The 27 FW proposes to conduct defensive training using chaff and flares in the existing military airspace designated as Pecos Military Operations Area (MOA)/Air Traffic Control Assigned Airspace (ATCAA), Sumner ATCAA, and Taiban MOA. Chaff use also is proposed for defensive training in the northern portion of Military Training Routes (MTRs) Visual Routes (VRs)-100/125. Implementation of this proposal would expand defensive training for F-16 pilots of the 27 FW stationed at Cannon AFB and other transient users. This Defensive Training Initiative (DTI) Environmental Assessment (EA) has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969. It addresses the 27 FW's Proposed Action and reasonable alternatives to the Proposed Action.

Book excerpt: In September 2005, the Base Realignment and Closure Commission (BRAC) recommended closing Cannon Air Force Base, New Mexico, unless a new mission for the base could be identified by December 31, 2009. In June 2006, the Department of Defense (DOD) announced that Air Force Special Operations Command (AFSOC) would establish a new mission at Cannon Air Force Base and the command would take ownership of the base on October 1, 2007. As a result, Cannon Air Force Base will remain open. While DOD has satisfied the intent of the recommendation by finding a new mission for the base, this BRAC recommendation was unusual because it contained a contingency clause. Therefore, we reviewed DOD's implementation of this recommendation under the authority of the Comptroller General to conduct evaluations on his own initiative. This report (1) describes the factors underpinning the decision to house AFSOC at Cannon Air Force Base and (2) provides information on the cost estimate and timeline for the movement of personnel to establish the AFSOC mission.

This book was released on 1990 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: The action evaluated in this Environmental Impact Statement (EIS) is the realignment of Cannon Air Force Base, New Mexico. The realignment is the result of the recommendations of the Defense Secretary's Commission on Base Realignment and Closure, from legislative requirements in the Base Realignment and Closure Act (Public Law 100-526), and of U.S. Air Force plans to enhance mission readiness and national security. The realignment of Cannon Air Force Base will involve the transfer of aircraft with the net result that the number of F-111s at the Base will increase by 46 planes. The associated increase in personnel will be from the current level of 3984 to 5723. The numbers of sorties and flying hours are expected to essentially double for a total of 16,500 sorties and 36,000 flying hours per year. All of these flight operations will be at subsonic speeds. In order to maintain operational efficiency and combat readiness under this realignment, on-Base military construction, creation of a new Mount Dora Military Operations Area, continued full use of the Pecos Military Operations Area, increased use of the Melrose Range, increased use of Military Training Routes, and increased aircraft operations at the Base are proposed. Off-Base flight operations will be over low population areas. Provisions of the Act preclude the examination of any alternative actions to realignment. (SDW).

Available in PDF, EPUB and Kindle. Book excerpt: The documentation of Building S-129, located on Cannon Air Force Base, New Mexico, was conducted to determine the nature and extent of significance of the structure. Building S-129, a standard World War II aircraft hangar derives its significance from the long-span vaulted wooden trusses used in its construction. Geo-Marine, Inc., conducted this work under Contract No. DACA63-99-D-0010 with the U.S. Army Corps of Engineers, Forth Worth District, between March 2000 and July 2000. The architectural fieldwork and architectural character documentation was conducted by Joe Freeman. Architectural documentation included a review of materials (plan maps, architectural drawings, building notes) in the 27th Civil Engineering Squadron archives at Cannon Air Force Base. Large format photographs of the exterior and interior of the builidng were taken.
