Book excerpt: Doucet and Weaver begin this empirical, analytical, and narrative study with an analysis of the evolution of land development as an enterprise and continue with an examination of house design and construction practices, the development of the apartment building, and an account of class and age as they relate to housing tenure. They also relate developments in Hamilton to the current state of urban historiography, using their case study to resolve discrepancies and contradictions in the literature. Among the major themes the authors deal with is a controversial exploration of what they see as a central North American urge: the desire to own a home. Other themes include the social allocation of urban space, the quality and affordability of housing, the increased interest of large corporations in the land development and financial service industries, and a comparative analysis of housing in Canada and the United States. Book excerpt: Across Canada, there is a severe shortage of decent quality housing that is affordable to those with low incomes, and much of the housing that is available is inadequate, even appalling. The poor condition of housing for those below the poverty line adds to the weight of the complex poverty they already endure, which includes worsening health, adversely affected education and neighbourhoods that are more prone to crime and violence. Using Winnipeg, Manitoba, as an example, Poor Housing examines the real-life circumstances of low-income people who are forced to live in these conditions. Contributing authors examine some of the challenges faced by low-income people in poor housing, including difficulties with landlords who abuse their power, bedbugs, racism and discrimination and a wide range of other social and psychological effects. Other selections consider the particular housing problems faced by Aboriginal people and by newcomers to Winnipeg as well as the challenges faced by individuals living in rooming houses. A central theme in the collection is that the private, for-profit housing market cannot meet the housing needs of low-income Canadians, and, therefore, governments must intervene and provide subsidies. But all levels of government have shown a consistent unwillingness to invest in decent housing for low-income people. The irony is that the social costs of poor housing and the complex poverty of which it is a part are almost certainly greater than the costs of investing in subsidized social housing and related anti-poverty measures. Finally, the authors describe a number of creative and successful housing strategies for low-income people in Winnipeg, including Aboriginal housing co-ops, a revitalized 1960s-style public housing complex and a highly creative repurposing of an inner-city church into supported social housing. In these successful cases, communities and governments have worked cooperatively to good effect.

But under current market conditions, homeownership is a luxury rather than a profitable investment. The book provides a real-life illustration of two options available for a family debating between buying and leasing a townhouse in Toronto (the readers are able to easily extend this analysis to other types of residential properties). One of the findings from this mathematical exercise is that an unchanged house price by the end of a five-year term results in a $90,000 loss by the homeowner. This implies that the only rational explanation for a desire to buy the townhouse is expectations of capital appreciation that will be sufficient to compensate for the additional costs of homeownership. The analytical section of the book provides an insight into an upcoming price moderation stage for the Canadian housing market. Analysis include a discussion on the forces of supply and demand that drove the Canadian housing prices to the level where they are today and an outlook on what is likely to happen with these forces in years to come. One way to study the energy problem is to resolve it into four areas; energy demand, energy sources, transportation of energy from sources to demand centers, and the optimal allocation of energy forms to demands. Each of these areas is extremely complex by itself. When efforts are made to tie them together, for example, to produce a National Policy, the complexities are compounded. Another way to study the energy problem, because of its political and so cial consequences, is to resolve it into geographical areas. Individual prov inces of Canada or states of the United States will have their concerns about energy within their geographical boundaries. As producer, consumer, or both, each wants to ensure an energy development program which will work to the maximum benefit of its citizens. Similarly, countries endeavor to pro tect their citizens and undertake energy policies that will assure either a con tinuation of the existing quality of life or - particularly in the case of "Third World" countries - a marked improvement in quality of life. These competing and conflicting goals call for a study which encompasses the whole world. Again, complexity is piled upon complexity. If the prob lem is not yet sufficiently complex, there is an equally complex question of the effect of energy production and use on the ecology.

Jean Chrétien often stated that the promises were put in writing so the public would be better able to hold his government accountable. Three years into their mandate, the Liberals issued a self-assessment of their record which indicates that 78 percent of the 197 Red Book commitments have been fulfilled and another 12 percent are in progress. What constitutes living up to a promise is debatable as the opposition parties estimate that the Liberals have fulfilled only 25 percent of their promises.
