Available in PDF, EPUB and Kindle. Book excerpt: After over fifty-years of Canadian engagement with Africa, no comprehensive literature exists on Canada's security policy in Africa and relations towards Africa's regional organizations. The literature on Canada's foreign policy in Africa to date has largely focused on development assistance. For the first time, Edward Akuffo combines historical and contemporary material on Canada's development and security policy while analyzing the linkage between these sets of foreign policy practices on the African continent. The book makes an important contribution to the debate on Canada's foreign policy generally, and on Africa's approach to peace, security and development, while shedding light on a new theoretical lens - non-imperial internationalism - to understand Canada's foreign policy. The author captures an emerging trend of cooperation on peace, security, and development between the Canadian government and African regional organizations in the twenty-first century. The resulting book is a valuable addition to the literature on African politics, new regionalisms, foreign policy, global governance, and international development studies.

Book excerpt: This publication focuses on one aspect of Canada's efforts to strengthen human security: the Canadian Peacebuilding Initiative, a joint undertaking of the Dept. of Foreign Affairs & International Trade and the Canadian International Development Agency. Examples of program activities in Guatemala, Bosnia & Herzegovina, and Africa are presented. Critical issues related to peacebuilding are discussed, including those related to war-affected children, gender equality, small arms proliferation, multilateral mechanisms, and co-ordination of peace support operations. Finally, lessons learned since inception of the Initiative and further directions are outlined. Appendices include a list of peacebuilding activities, World Wide Web sites, and peacebuilding projects (the latter giving project title, country, description, and names of applicants and recipients).

Highlighting both well-known and understudied topics, this handbook presents a marriage of the familiar and the underappreciated that enables readers to grasp much of the complexity of current Canadian foreign policy and appreciate the challenges policymakers must meet in the early 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines Canada’s foreign policy in terms of China, pointing to the flaws and attitudes relating to the impracticality and lack of its pragmatic design. We examine the historical and contemporary problem which these states face in terms of their economic, political, and social differentials to see what they have in common, what separates them, and how and why they can overcome these political and social divisions. Our aim is to provide solution-based strategies to the very substantial, diplomatic, and foreign policy dilemmas which exist between these two countries. We begin with an overview and analysis of the fraught diplomatic and economic relations between Canada and China, particularly exacerbated during the global pandemic. Secondly, we look at these problems and how they might be resolved through developing a human security lens, in particular the idea of what we call a ‘human security diplomacy’ framework which we believe can advocate and support Canadian values while offering a strategic tool for strengthening national interests in the short and long term. Finally, we look to the future of Canada-Chinese relations emphasizing an optimistic outlook while offering recommendations on how the relationship can be reimagined.

Book excerpt: Any theoretical model that attempts to understand the evolution and the dynamic of Canadian-American relations in the realm of security must be capable of responding these two questions. Models such as "balance of power," "hegemony," "interdependence," or "integration" provide only partial answers. The North American Democratic Peace suggests that Canadian-American relations are a manifestation of the popular but controversial "Democratic Peace" effect.

Book excerpt: Since 9/11, policy-makers and observers have questioned whether America should don the mantle of empire for the sake of world peace, or whether peace will come through world government. Locating Global Order questions the very idea that the political order is hierarchical, with state and international institutions at the top and groups and individuals at the bottom. Chapters examining various case studies on Canada's role in the construction and maintenance of order domestically and internationally reveal that the global order post-9/11 is not exclusively American allied powers are a key component of its hegemony.

Available in PDF, EPUB and Kindle. Book excerpt: Given the support of the Mulroney government, many of the Canadian units under the United Nations in Yugoslavia were willing to bend the United Nations' rules of engagement when confronting Muslim, Serb, and Croat forces, establishing Srebrenica as a Muslim safe haven and defending it against Serb attacks. The Chretien government, however, assumed a more cautious policy. Gammer shows how understanding the government's role in this particular crisis contributes to our understanding of the role that political leadership plays in shaping Canadian foreign policy in general, as well as advancing our knowledge of the broader theoretical debates surrounding the legitimacy and effectiveness of humanitarian intervention in the internal affairs of state.
