Book excerpt: The Canadian Environmental Protection Act (CEPA) was proclaimed in 1988 to remedy deficiencies in the existing legislation on toxic substances; introduce the life-cycle concept as the key analytical tool for managing chemicals; consolidate existing federal environmental legislation and ensure greater consistency in enforcement and penalties; improve the Federal Government's own environmental performance; and enable Canada to fulfill its international obligations. This evaluation began with an investigation of the status of the implementation of the Act that identifies the issues for evaluation, then examines the effectiveness of specific mechanisms and management arrangements developed to implement CEPA. The study also synthesizes the impacts of the Act, assesses the degree to which CEPA's objectives have been achieved; and evaluates the implications of the findings with regard to alternatives. Information was gathered through over 100 interviews, file reviews, a case study, a workshop, and a review of the literature.
