Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Wheat Board is a monopoly seller of western Canadian wheat, durum, and barley for human consumption, and feed wheat for export. In this study, the authors first examine Canada's position in the world wheat & barley markets and the Board's role relative to multinational grain companies (MGCs). Chapter 3 presents the regulatory framework governing the Canadian grain industry. The single- desk selling concept of the Board is examined from a theoretical perspective in chapter 4. This chapter also describes the structure of the world wheat & barley trade in which MGCs play key roles. Recent changes in government policies in the US, the European Union, and Canada are discussed in chapter 5. Chapter 6 discusses state trading in grain, the World Trade Organization (WTO) attempts to discipline state trading enterprises, and the Board's impact on trade in the WTO context. Chapter 7 covers the numerous confrontations concerning Canada-US grain trade. Chapter 8 focuses on the debate over creation of a dual market for feed barley. Chapter 9 examines the Charter of Rights case brought against the Board by barley producers & organizations. The focus of chapter 10 is grain transportation, its regulatory framework, and the Board's roles in the grain transportation system. Chapter 11 examines the Board's economic performance. Chapter 12 discusses the marketing of flax and canola in order to better understand how the Board can achieve price premiums and eliminate inefficiencies when marketing grains. The Board's ability to introduce additional price & marketing flexibility is discussed in chapter 13, including the implications of providing the option for using futures markets. Chapter 14 explores the debate over dual marketing and its viability for western Canadian grain producers. The final chapter draws overall conclusions.

Available in PDF, EPUB and Kindle. Book excerpt: Written in the early 1980s, The Future of Grain examines Canada's growing grain exports and the outlook for the industry's future. The authors examine the prospects such an increase holds for the largely static Canadian industries connected to grain: manufacturers of agricultural machinery, pesticides and fertilizers; processing industries such as feed and flour milling, canola crushing and barley malting. And they suggest improvements to every aspect of government involvement--from measures to conserve Prairie soil to macroeconomic policy--that affects this important sector. The Future of Grain offers a valuable analysis of this important agricultural sector at a vital time in its history.

Available in PDF, EPUB and Kindle. Book excerpt: When U.S. Secretary of Agriculture Earl L. Butz announced in 1974 that "food is a weapon," he voiced a growing national belief in the political power of food resources. President Carter's 1980 decision to embargo grain sales to the Soviet Union appeared at first to confirm this popular notion. But can exporting nations, such as the United States, really use food as a powerful instrument of foreign policy? If so, are they using that weapon more frequently? Are importing nations taking steps to reduce their vulnerability? Challenging the view that food has emerged as a political weapon, Robert Paarlberg undertakes the first systematic inquiry into the relation between food resources and international power. Paarlberg maintains that food trade is seldom manipulated for reasons of foreign policy, due to the greater priority assigned by most nations to domestic food and farm policy objectives. To support his argument, he reviews the recent grain trade experience of three significant and divergent nations—India, the Soviet Union, and the United States. He then examines in detail two exceptional instances in which the coercive power of the U.S. food weapon was put to the test: Lyndon Johnson's manipulation of food aid to India in 1965–1967 and the Carter embargo on grain sales to the Soviet Union in 1980–1981. He concludes that the difficulties experienced in each instance only reinforced the larger trend against linking grain trade policy to foreign policy—a trend that can be applauded by those concerned with world food security and trade efficiency. Robert Paarlberg's challenge of the food power concept provides a valuable comparative insight into the conduct of national as well as international food policies.

Available in PDF, EPUB and Kindle. Book excerpt: The book is composed of a series of case studies. The countries included reflect the interest and experience of the authors who collaborated in preparing the volume. No attempt was made to provide representative coverage based upon a comprehensive classiftcation of countries, which is why there are no chapters dealing with such exporters as Argentina or Thailand or importers such as Egypt or Japan. Despite the somewhat eclectic geographical mix, many of the fundamental issues that face the North and the South, both individually and collectively, are illustrated by the case countries. We would argue that there is much to be learned about the effective implementation of policy choices and the constraints that policymakers face by looking at individual country experiences, rather than by attempting to generalize on the basis of an abstract theoretical framework There is a dearth of information on what countries actually do in managing domestic grain markets.

With ever present malnutrition and starvation in many regions contrasting with huge agricultural surpluses in richer areas, it comes as no surprise that grain features highly in both human welfare and global trading issues. In the second edition of this book, Michael Atkin examines the political and economic dynamics of the international trade, explaining to the reader how the industry works and producing an understanding of the many ironies that are apparent in the trade of this vital commodity. This edition also takes into account a number of recent developments that have affected, or promise to affect, the grain trade such as the collapse of the USSR and the completion of the Uruguay Round at GATT.The book introduces the grain market to those who have not yet made its acquaintance and makes an excellent quick reference source for the better informed, providing a comprehensive insider's view of the trade. The international grain trade is an essential desk top reference to every aspect of the market for producers, traders, brokers, institutional investors and students.
