Macroeconomic theories of crisis, including the global crisis that unfolded in 2008, emphasize the role of financial deregulation; capital flow imbalances; and growing debt, fueled by income and wealth inequality. These approaches tend to be divorced from feminist thinking which analyzes broader distributional dynamics transmitted through structural channels and government policy responses, with an emphasis on gender, race, class and ethnicity. This volume brings together innovative thinking from heterodox macroeconomists and feminist economists to explore the causes, consequences, and ramifications of economic crises. By doing so, it highlights aspects of the economy that are frequently overlooked or ignored, such as the impact of crises on the vast amount of unpaid work which women perform relative to men. The collection of international studies assembled here takes an innovative approach to analyzing a range of issues, from the subprime mortgage crisis to the gendered effects of austerity to the role of the International Monetary Fund in governing an unstable global economy. In so doing, it looks beyond causes and consequences and points to new directions for macroeconomic and financial policy. This book was originally published as a special issue of Feminist Economics.

RBBM is intended to hold managers to account for their role in organizing the supply of goods and services to the public, and to enforce a regular review of the effectiveness of government expenditure programs. However, there would appear to be significant gaps between concept and implementation. In order for governments to gauge policy effectiveness, a statistical framework must be developed to define outputs and outcome indicators. This publication examines a select group of countries that have led the use of RBMM. It also identifies weaknesses in their implementation from a statistical analysis perspective and suggests guidelines for the development of output descriptions, output indicators, and outcome indicators.

In The Austerity State, a group of established and emerging scholars tackles the question of why states continue to rely on policies that, on many levels, have failed. After 2008, austerity policies were implemented in various countries, a fact the contributors link to the persistence of neoliberalism and its accepted wisdoms about crisis management. In the immediate aftermath of the 2008 collapse, governments and central banks appeared to adopt a Keynesian approach to salvaging the global economy. This perception is mistaken, the authors argue. The “austerian” analysis of the crisis is ahistorical and shifts the blame from the under-regulated private sector to public, or sovereign, debt for which public authorities are responsible. The Austerity State provides a critical examination of the accepted discourse around austerity measures and explores the reasons behind its continued prevalence in the world.

Being ‘close to the ground’, local authorities are usually at the forefront of dealing with the impacts of recession on people and places. During recessions, they face important challenges: on the one hand they have to cope with increasing demand for services and on the other hand they may face a decrease in their income due to the slowdown in the economy. And with the shift from local government to local governance in the last 10 years, they also have an increasing role in terms of coordinating various organisations in the delivery of local services. This book begins by looking at the potential impacts of downturns and economic shocks on firms, workers, communities and places, both in the short and long term (Part I). Part II then looks at interventions and responses that local authorities can put in place on their own or in partnership with other local, regional and/or national actors to try to deal with these differential impacts. Building on these insights, part III offers international perspectives, outlining the role of local authorities during the recession in France, Canada and Australia. These examples and cases highlight some key variations in the availability of resources at the local level across countries and shed light on the way particular economic situations and governance contexts influence local authorities’ responses. In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022).
