We are still witnessing the consequences of the myopic and misguided policies that were pursued by UN officials and western leaders at the time. This paper elucidates the story of how Lumumba was first betrayed and then murdered. It analyses how historians and political scientists have treated the conflict and suggests ways in which scholars from the two disciplines can cooperate better and learn from one another. The paper reverts to international relations theories that adequately explain what happened between 1960 and 1964.This essay critically examines why UN intervention in the Congo failed to achieve the intended peace that constituted the rationale behind its intervention. The essay will argue that perceptions and misperceptions among UN members exacerbated a rift between the UN and the realities of the conflict. And the Cold War ideology at the time and Belgium's support for Moise Tshombe to secede Katanga because of their hatred for Patrice Lumumba, greatly hampered UN mission as a peace machinery.

After assessing the situation in the Congo when independence was achieved in 1960, Mr. Weissman compares the policies of the Eisenhower, Kennedy, and Johnson administrations. He throws new light on such questions as the role of the United States in the overthrow of Patrice Lumumba, the UN action in Katanga, and the repression of the 1964 rebellions. Weighing various influences—economic, administrative, congressional, international—on U.S. policy, he concludes that the major factor was ideological. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.
