Book Synopsis Canada and Eastern Europe, 1945–1991 by : Andrea Chandler
Download or read book Canada and Eastern Europe, 1945–1991 written by Andrea Chandler and published by Central European University Press. This book was released on 2024-10-31 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: How democratic regimes should engage with authoritarian regimes, or self-proclaimed authorities in states under occupation, has long been a subject of debate. The work examines Canada's relations with member-states of the Warsaw Pact during the Cold War. Central and East European communist states were nominally independent but established under occupation. Canadian leaders explored whether engaging in foreign relations with these countries would encourage liberalization or embolden dictatorships. Over time, Canada's position evolved as a policy of encouraging bilateral and multilateral diplomacy, while calling for the respect of human rights. However, Canada's economic relationship with East European states was at times at cross-purposes with its democratic principles. Andrea Chandler concludes that while Canada did play a role in encouraging democratization, the country's leaders did not sufficiently consider the impact of these policies on the citizens of Warsaw Pact countries. This book treats Canada’s engagement with Hungary, Poland, the German Democratic Republic, Romania, Bulgaria and Czechoslovakiaduring the Cold War, in which the Western countries of the North Atlantic Treaty Organization (including Canada) had an adversarial relation with the Soviet bloc nations.

Book excerpt: The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Book Synopsis Quiet Diplomacy in Action: The OSCE High Commissioner on National Minorities by : Walter A. Kemp
Download or read book Quiet Diplomacy in Action: The OSCE High Commissioner on National Minorities written by Walter A. Kemp and published by BRILL. This book was released on 2021-08-04 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. One of the few senior figures that actually does it is the OSCE High Commissioner on National Minorities'. This book, written in co-operation with Mr. Van der Stoel, gives a unique insight into conflict prevention, minority rights, and the challenge of resolving inter-ethnic tensions. It should be considered a primary resource for all those interested in these subjects.
