Available in PDF, EPUB and Kindle. Book excerpt: "International trade and investment are central to economic prosperity. But new global realities, including rising antitrade sentiment, are challenging long-held policy approaches in these areas. With the global trading system at a critical juncture, now is the time to examine new trade realities and explore appropriate responses. In this volume, the culmination of a comprehensive interdisciplinary research initiative, the Institute for Research on Public Policy has brought together groundbreaking contributions from more than thirty experts in eight different countries. Together, they analyze how longer-term changes and emerging trends in international commerce, technology and economic power are affecting Canada, and what these changes mean for public policy. The authors take an in-depth, firm-level look at Canada's trade, and assess its integration in global value chains. They provide a rigorous analytical framework, supported by new empirical evidence, that will help readers better understand the global economy. Among the topics they examine are the new business models driving the more fragmented and global nature of production; the technological developments that are allowing new traders to expand their reach; and the shift in economic activity toward emerging markets that is dispersing power and raising new challenges for trade negotiations. The editors' conclusion distills the research findings into a forward-looking policy agenda for more inclusive trade." --

Book excerpt: The United States and Canada maintain the world's largest trading relationship, one that has been strengthened during the past fifteen years by the approval of two multilateral free trade agreements. Although commercial disputes may not be quite as prominent now as they have been in the past, the two countries in recent years have engaged in difficult negotiations over items in several trade sectors, including natural resources, agricultural commodities, and the cultural/entertainment industry. However, these disputes affect but a small percentage of the total goods and services exchanged. Also, the United States and Canada work together closely on environmental matters, including monitoring solid waste transfers, and protecting and maintaining the quality of border waterways. This new book explores specific issues related to trade between these two countries.

Book excerpt: Critics of the World Trade Organization argue that its binding dispute settlement process imposes a neoliberal agenda on its member states with little to no input from their citizenry or governments. If this is the case, why would any nation agree to participate? In International Trade Law and Domestic Policy, Jacqueline Krikorian explores this question by examining the impact of the WTO's dispute settlement mechanism on domestic policies in the United States and Canada. She demonstrates that the WTO's ability to influence domestic arrangements has been constrained by three factors: judicial deference, institutional arrangements, and strategic decision making by political elites in Ottawa and Washington. In this groundbreaking assessment of whether supranational courts are now setting the legislative agenda of sovereign nations, Krikorian brings the insights of law and politics scholarship to bear on a subject matter traditionally addressed by international relations scholars. By doing so, she shows that the classic division between these two fields of study in the discipline of political science, though suitable in the postwar era, is outdated in the context of a globalized world.

Available in PDF, EPUB and Kindle. Book excerpt: This volume reports the proceedings of the Institute conference, which examines Canada's stake in expanding economic ties across the Pacific. The main conclusion emerging from the conference is that recent proposals for Pacific economic cooperation are widely perceived as motivated by desires for a new trade bloc. Instead, however, the current focus of Pacific economic cooperation is directed toward promoting progress in the Uruguay Round of GATT negotiations. In light of common concerns about unilateral trade actions by the U.S. and the European Community, strengthening the multilateral trading system is a key priority shared by Canada and other Pacific economies.

Book excerpt: Canada at the WTO provides readers with an accessible evaluation of the World Trade Organization's influence on domestic Canadian policy. It offers a foundational understanding of the WTO, including the myths that surround it, and introduces readers to Canada's objectives in being a part of the WTO's dispute settlement process. It also examines the realities of these goals through five dispute settlement case studies: softwood lumber, the Canadian Wheat Board, Bombardier Regional Jets, split-run magazines, and Canadian patents in relation to the production of generic pharmaceuticals and intellectual property rights. The author takes a multidisciplinary approach, conveying the interrelationship between global politics, economics, and international law, and offers a balanced analysis that is both critical and optimistic. What results is a clear picture of how resolutions made at the international level affect Canadian politics, industries, and employment, and conversely how international governance can be used to protect national policies.

Book excerpt: From the back cover: The multilateral trade system that was erected after the end of the Second World War represents one of the more successful efforts in international co-operation ... But during recent years of adverse world economic conditions, severe strains have emerged within the system that threaten the principles on which it is based. This study examines, from a Canadian perspective, the origins, structure and operations of GATT and the other international agreements and institutions that make up the multilateral trade system. It also examines some of the main developments and issues of special interest to Canada that have emerged within the system, and assesses the strengths and weaknesses of the system as it now stands. Stone's work is designed for the general reader, rather than the specialist.

Book excerpt: Canada has always been a trading nation. From the early days of fur and fish to the present, when a remarkable 90 percent of the gross national product is attributable to exports and imports, Canadians have relied on international trade to bolster their economy. A Trading Nation, a brilliantly crafted overview and analysis of the historical foundations of modern Canadian trade policy, is the first survey to address the history of Canadian commercial policy in over 50 years. Michael Hart skillfully guides readers through more than three centuries of Canadian trade history. His engaging narrative explains how Canadians have largely come to accept that a country that derives much of its wealth from international commerce has much to gain from an open, well-ordered international economy. Close attention to trade and related economic policy choices, he argues, is crucial if Canada intends to adapt to the challenges of the new globalized economy.

Book excerpt: Seminar paper from the year 2004 in the subject American Studies - Culture and Applied Geography, grade: 2,0, Free University of Berlin (John-F.-Kennedy-Institut für Nordamerikastudien), course: Proseminar "Politics in North America: A Comparative Perspective", language: English, abstract: This paper will address the question what strategic goals stood behind the promotion and implementation of free trade between the United States and Canada. The purpose is to evaluate the Canada-U.S. Free Trade Agreement (CUFTA) and the North American Free Trade Agreement (NAFTA) in respect to the objectives of both parties that were not commonly shared in the beginning. It is about the consequences of power imbalance for regional free trade and not about the social costs that are intensively discussed and certainly heavily felt in both countries. Since the view of a power asymmetry that exists between the two countries should be rather uncontested, the central idea of the following text is to examine in detail at which points this has shaped the content of the two agreements. This approach is inspired by the broader question, whose interests free trade serves in general. An important rhetoric strategy of promoters of the neo-liberal agenda is to suggest that the free play of market forces encouraged by such agreements gives all participants the same fair opportunities to engage in trade without intervention from governments. Consequently, all members of the distinct community will benefit from freer trade. For it is rather clear that power and national interests always play a role in politics - in this case in the processes leading to free trade agreements - it shall be demonstrated how this works in particular.

Book excerpt: The Private Planning Association of Canada initiated the Atlantic Economic Studies Program to study the implications for Canada of trade liberalization and closer economic integration among the nations bordering the North Atlantic. Over twenty studies by leading economists, which point out the significance of international trade for the structure and growth of the Canadian economy, have been published in a series of thirteen volumes. This is the last in the series, and it summarizes the conclusions expressed in the previous studies in chapters dealing with such topics as the growth of world markets and changing trade patterns, free trade alternatives for Canada, and the structure of the Canadian economy.
