The authors have been concerned about the inward-looking emphasis in recent Canadian discussions of policy and are asking if a "status quo" approach to commerce is desirable or possible at a time when other nations are endeavouring to strengthen their economies by new adventures in liberal trade, especially in the form of regional trade groups. Peace, prosperity, and national identity are among our most cherished social objectives: how do and should they influence policy in the area of international trade? With this shared background of interest the three authors examine trading of the past and the present. H. Scott Gordon (Carleton University) surveys the nineteenth century, Harry G. Johnson (University of Chicago) describes the emergence of regional free trade areas, and Arthur J.R.Smith (Canadian-American Committee) discusses Canada's policy problems in the rapidly changing trading world. The essays were originally prepared as lectures in a highly successful series given at Carleton University earlier in 1961. H.E. The following chapters explore the role of the U.S. Congress in the NIEO, paying particular attention to its support for official development assistance; the relationship between the U.S. labor movement and the NIEO; and Americans' perceptions and attitudes toward the NIEO. The final chapter deals with the response of the principal sectors of Canadian society to the NIEO. This book will be a useful resource for economists and economic policymakers.

While these initial efforts had been only partially successful by the 1960s, they laid the foundation for the radical change in Canadian human rights achieved by Pierre Elliott Trudeau in the 1980s. In Toward the Charter Christopher MacLennan explores the origins of this dramatic revolution in Canadian human rights, from its beginnings in the Great Depression to the critical developments of the 1960s. Drawing heavily on the experiences of a diverse range of human rights advocates, the author provides a detailed account of the various efforts to resist the abuse of civil liberties at the hands of the federal government and provincial legislatures and the resulting campaign for a national bill of rights. The important roles played by parliamentarians such as John Diefenbaker and academics such as F.R. Scott are placed alongside those of trade unionists, women, and a long list of individuals representing Canada's multicultural groups to reveal the diversity of the bill of rights movement.
