Book excerpt: There are few studies that rigorously assess how agricultural and nutrition related interventions enhance resilience and even fewer that incorporate a gendered dimension in their analysis. Mindful of this, we address three knowledge gaps: (1) Whether agricultural interventions aimed at diversifying income sources and improving nutrition have sustainable impacts (on asset bases, consumption, gender-specific outcomes and women’s empowerment, and on diets) that persist after the intervention ends; (2) whether such interventions are protective when shocks occur? and (3) whether these interventions promote gender-sensitive resilience. We answer these questions using unique data, a four-year post-endline follow up survey of households from a cluster-randomized controlled trial of a nutrition-and-gender-sensitive agricultural intervention in Bangladesh. We find that treatment arms that included both agriculture and nutrition training had sustainable effects on real per capita consumption, women’s empowerment (as measured by the pro-WEAI), and asset holdings measured four years after the original intervention ended. Treatment arms that included both agriculture and nutrition training (with or without gender sensitization) reduced the likelihood that households undertook more severe forms of coping strategies and reduced the likelihood that household per capita consumption fell, in real terms, by more than five percent between in the four years following the end of the intervention. The treatment arm that only provided training in agriculture had positive impacts at endline but these had largely faded away four years later. Our results suggest that bundling nutrition and agriculture training may contribute to resilience as well as to sustained impacts on consumption, women’s empowerment, and asset holdings in the medium term. These have implications for the design of future gender- and nutrition-sensitive agricultural programs.

We address this issue through an evaluation of the Agriculture, Gender, and Nutrition Linkages (ANGeL) project. ANGeL is a randomized controlled trial testing what combination of trainings focused on agricultural production, nutrition behavior change communication, and gender sensitization were most effective in improving production diversity and diet quality among rural farm households in Bangladesh. We find that trainings focused on agriculture improved production diversity in terms of greater production of fruits and vegetables grown on the homestead, eggs, dairy, and fish; adding trainings on nutrition and gender did not significantly change these impacts. Trainings focused on both agriculture and nutrition showed the largest impacts on diet quality, with evidence indicating that households in this arm also significantly increased consumption out of homestead production for fruits and vegetables, eggs, dairy, and fish. Findings indicate that agricultural training that promotes production of diverse, high-value, nutrient-rich foods can increase production diversity, and this can improve diet quality, but diet quality impacts are larger when agricultural training is combined with nutrition training. Relative to treatments combining agriculture and nutrition training, we find no significant impact of adding the gender sensitization on our measures of production diversity or diet quality.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Both approaches increased nutrition knowledge of men and women, household and individual diet quality, and women’s empowerment. Intervention effects on agriculture and nutrition knowledge, agricultural production diversity, dietary diversity, women’s empowerment, and gender parity do not significantly differ between models where nutrition workers versus agriculture extension workers provide the training. The exception is in an attitudes score, where results indicate same-sex agents may affect scores differently than opposite-sex agents. Our results suggest opposite-sex agents may not necessarily be less effective in providing training. In South Asia, where agricultural extension systems and the pipeline to those systems are male-dominated, training men to deliver nutrition messages may offer a temporary solution to the shortage of female extension workers and offer opportunities to scale promote nutrition-sensitive agriculture.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

Book excerpt: The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.

To be able to leverage agriculture as an engine of inclusive growth, there is a need to develop indicators for measuring women’s empowerment, examine its relationship to various food-security outcomes, and monitor the impact of interventions to empower women. Using nationally representative survey data from Bangladesh, we examine the relationship between women’s empowerment in agriculture and two measures of household food security: per adult equivalent calorie availability and dietary diversity. We use the Women’s Empowerment in Agriculture Index to assess the extent of women’s empowerment in agriculture and instrumental variables techniques to correct for the potential endogeneity of empowerment. We find that the overall women’s empowerment score, the number of groups in which women actively participate, women’s control of assets, and a narrowing gap in empowerment between men and women within households are positively associated with calorie availability and dietary diversity.

Nonetheless, undernutrition remains a problem, and fruit and vegetable consumption are inadequate for most people relative to international recommendations. Moreover, as the food system has begun to transition towards a modern one, challenges related to food safety and perceived food adulteration have begun to rise. Further, increased processed food intakes are potentially associated with existing rising overweight and obesity status. Both government interventions and innovations are needed to help shift the national food system to improve nutrient-dense food availability, particularly among the poor, and to limit the increase in processed food consumption.

Participatory agroecology as an approach for agriculture intervention has recently gained momentum. Agreocology promotes strategies integrating ecological processes in farm and food system management. The approach also emphasizes drawing on indigenous and local knowledge, and co-creation of new scientific knowledge. Despite its growing popularity, evidence of the impact of participatory agroecological interventions on the welfare of household members, including child nutrition, is limited. Moreover, NSA interventions are hypothesized to improve nutrition through three pathways: food production, agricultural income, and women's empowerment. However, there is both limited understanding on how women's empowerment can impact child nutrition and limited understanding on how NSA interventions can impact women's empowerment. This dissertation therefore aimed to [1] systematically review the evidence of various measures of women's empowerment and child nutrition, [2] evaluate whether a participatory agroecological intervention can improve children's dietary diversity scores through improvements in sustainable agriculture practices, food security and gender equity, [3] and further analyze the impact of SNAP-Tz on various measures of women's empowerment and gender equity using both quantitative and qualitative methods. The literature review found that more research is needed to understand the relationship between women's empowerment and child nutrition. The research should involve primary data collection, specify the pathway between women's empowerment and child nutrition examined, and take phase of lifecycle into consideration. The evaluation found that a participatory agroecological intervention is effective in improving children's dietary diversity through improvements in crop diversity, food security, and gender equity. Specifically, the project promoted greater men's involvement in household chores and childcare and decreased prevalence of domestic violence experienced by women, and improved women's mental health. Engaging both men and women and having messages geared toward gender equity communicated by fellow African farmers, especially within discussions of food security and nutrition, were crucial to the project's impacts on gender equity. The study points to a model that successfully leverages agriculture and gender equity to improve child's diet in rural East African communities.

Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

We study the Transfer Modality Research Initiative (TMRI), a 2-year randomized controlled trial in two regions of Bangladesh that provided cash or food transfers, with or without complementary nutrition programming, to mothers of children aged 0-2 years at baseline. Drawing on data collected at 6 months post-program (when children were about 2-4 years old) and at 4 years post-program (when children were about 6-8 years old), we assess post-program impacts of TMRI on children’s home environment and development. Book excerpt: This paper assesses long-term impacts of vegetable and polyculture fish production technologies on a variety of measures of household and individual well-being in Bangladesh. In 1996-1997, households were surveyed in three sites where nongovernmental organizations and extension programs were disseminating agricultural technologies--about two to six years after the technologies were first introduced. The same households were reinterviewed in 2006-2007. Using nearest-neighbor matching to construct a statistical comparison group, we find that long-term impacts differ across agricultural technology interventions and across outcomes. Long-term impacts on household-level consumption expenditures and asset accumulation are, in general, insignificant in the improved vegetables sites, but are positive and significant in the individually operated fishponds sites. Interestingly, impacts on individual nutrient intake, nutrient adequacy, and nutritional status do not necessarily follow the pattern of household-level impacts. The improved vegetable program, despite insignificant or even negative impacts at the household level, seems to have resulted in increases in vitamin A consumption (and iron consumption for men), an increase in average weight-for-age Z-scores among children, and a reduction in the proportion of girls stunted and the proportion of boys underweight. Women in the improved vegetable program also experienced increases in body mass index. Impacts in the group-operated fishponds sites on nutrient intake are mostly negative, although we do find improvements in weight-for-age Z-scores and a decline in stunting and wasting among boys. Although one would expect significant improvements in nutritional status in the individually operated fishponds sites, impacts on nutritional status are mixed. Nutrient availability and the fraction of members consuming the recommended daily allowances have improved significantly for most nutrients considered, among men and women. Although indicators of long-term nutritional status worsen, short-term nutritional status indicators improve. The fraction of women with low hemoglobin levels also decreases significantly. We argue that the differences in long-term and short-term impacts arise from several causes: differences in dissemination and targeting mechanisms that may affect what types of households adopt and benefit from the technologies; initial existing differences between control and treatment groups (controlled for using matching methods); the degree to which a technology is divisible and easily disseminated outside the treatment group; and finally, intrahousehold allocation processes that determine how gains from the new technology are allocated among household members.
