Book excerpt: How does a farm boy brought up on an isolated farm with no electricity, or running water supply, leaving school at fifteen with no academic qualifications, have a successful career in the police force and become an overseas police adviser? John describes his motivation to serve and protect, and takes you through his police career, including when he climbed the headstock of a disused colliery to talk down a disturbed teenager, had a convicted killer hold a knife to his throat, and took a loaded shotgun out of the hands of an aggressive teenager. He enumerates his progression through the ranks and describes an occasion when he refused to obey an order from his Chief Constable, which probably cost him a promotion. Post-retirement, he worked for a private security company involved in the escorting of prisoners to courts and prisons and describes having to spend three days in the witness box at an inquest into the death of a prisoner in transit to prison. As an overseas police adviser sitting in a restaurant in Addis Ababa with his wife, a colleague and his wife, John saw a hand grenade come to a standstill just inches away from his legs and he expected to die, but miraculously survived. Flown back to the UK for treatment he had his moments of fame, appearing on TV news and on the Big Breakfast show on Channel 4. Attending a presentation function at the Café Royal, he sat next to Lois Maxwell, the original Miss Moneypenny and the lady on whom her character was based.

Book excerpt: The police in America belong to the people -- not the other way around. Yet millions of Americans experience their cops as racist, brutal, and trigger-happy: an overly aggressive, militarized enemy of the people. For their part, today's officers feel they are under siege -- misunderstood, unfairly criticized, and scapegoated for society's ills. Is there a fix? Former Seattle Police Chief Norm Stamper believes there is. Policing is in crisis. The last decade has witnessed a vast increase in police aggression, misconduct, and militarization, along with a corresponding reduction in transparency and accountability. It is not just noticeable in African American and other minority communities -- where there have been a series of high-profile tragedies -- but in towns and cities across the country. Racism -- from raw, individualized versions to insidious systemic examples -- appears to be on the rise in our police departments. Overall, our police officers have grown more and more alienated from the people they've been hired to serve. In To Protect and Serve, Stamper delivers a revolutionary new model for American law enforcement: the community-based police department. It calls for fundamental changes in the federal government's role in local policing as well as citizen participation in all aspects of police operations: policymaking, program development, crime fighting and service delivery, entry-level and ongoing education and training, oversight of police conduct, and -- especially relevant to today's challenges -- joint community-police crisis management. Nothing will ever change until the system itself is radically restructured, and here Stamper shows us how.

Book excerpt: Traces the accelerating trend towards privatization in the criminal justice system In contrast to government's predominant role in criminal justice today, for many centuries crime control was almost entirely private and community-based. Government police forces, prosecutors, courts, and prisons are all recent historical developments–results of a political and bureaucratic social experiment which, Bruce Benson argues, neither protects the innocent nor dispenses justice. In this comprehensive and timely book, Benson analyzes the accelerating trend toward privatization in the criminal justice system. In so doing, To Serve and Protect challenges and transcends both liberal and conservative policies that have supported government's pervasive role. With lucidity and rigor, he examines the gamut of private-sector input to criminal justice–from private-sector outsourcing of prisons and corrections, security, arbitration to full "private justice" such as business and community-imposed sanctions and citizen crime prevention. Searching for the most cost-effective methods of reducing crime and protecting civil liberties, Benson weighs the benefits and liabilities of various levels of privatization, offering correctives for the current gridlock that will make criminal justice truly accountable to the citizenry and will simultaneously result in reductions in the unchecked power of government.

Book excerpt: A CALL TO ARMS Seattle Police Lieutenant Nick Rodriguez is worried about a growing number of domestic violence calls where the accused is a gun hoarder. Worried enough that he gives Mac Davis a call one morning at 2 a.m. to the house where a man just shot his wife and two children. Mac Davis, a local cop reporter and former Marine who might qualify as a gun hoarder himself, doesn't like 2 a.m. calls to crime scenes. He especially doesn't like it when he watches them haul out body bags that are obviously children. It isn't the first case. It won't be the last. Someone is building a network of white-collar weekend warriors. Someone wants a bunch of angry white men with large arsenals. He's called Sensei. And he wants Mac to join up. If not? Well, then Sensei has other plans for him. Plans Mac won't like. Book 3 in the Mac Davis thrillers featuring a Marine turned cop reporter in Seattle.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays on policing and the use of force, while written over the course of the last twenty-five years, remains relevant and timely. Although issues in policing and questions about excessive force and brutality have been addressed by criminologists, sociologists, philosophers, and criminal justice ethicists, only a handful of theological ethicists treat this pressing matter. While the Christian moral tradition has a voluminous record of theological attention to violence and nonviolence, war and peace, there is a dearth of references to policing. And most considerations of criminal justice issues by Christians and their churches concentrate on prison reform, or abolition, and the death penalty, but not policing. These essays, authored by a theological ethicist possessing professional experience in law enforcement, seek to fill this curious gap. They offer a framework for moral reasoning concerning the justification for police use of force and the just application of such force, and they propose just policing as a model that is consonant with promoting a just peace in communities and society. In addition, they explore the implications of such an approach for wider, international questions about just war, terrorism, the responsibility to protect, and post-war justice.

Available in PDF, EPUB and Kindle. Book excerpt: This box set includes the three full length novels in the Serve and Protect series. Included in this box set are GUARDING SUZANNAH, SAVING GRACE and PROTECTING PAIGE. GUARDING SUZANNAH - Criminal defense attorney Suzannah Phelps is the bane of the Fredericton police department (they call her She-Rex for her habit of shredding cops in the witness box). She is currently being stalked, but is reluctant to report it to the police, whom she half suspects of being the perpetrators. But when Detective John (Quigg) Quigley learns of it, he's determined to protect her, at considerable risk to his career. They've struck sparks off each other in the courtroom, and he's burning to do the same in the bedroom. When the danger escalates, he has the perfect excuse to pose as her boyfriend, but the closer they get, the more the lines between pretense and reality blur. SAVING GRACE - After wrecking her car and waking in hospital with amnesia, fledgling reporter Grace Morgan has no idea why she’d been in the process of leaving the husband she loves so dearly. Her husband, Police Detective Ray (Razor) Morgan tells her she was leaving him for another man, but that just can’t be so. Can it? She’s determined to remember, even if it kills her. And it just might. When bullets start to fly, Ray is forced to take the wife he believes faithless on the lam until they can figure out who is trying to kill them. PROTECTING PAIGE - Single parent Paige Harmer is at her wit's end about her son. Dillon’s a good kid, but he’s fallen in with a bad crowd. She’s determined to enlist the help of her next door neighbor, the extremely handsome and much younger Tommy Godsoe. Tommy is a local cop, and until he got shot recently in a police raid, was a dog handler. His injury is such that he can never go back to field work, and he refuses to be a desk jockey. All he wants is to nurse his wounds in solitude, and he’s done a great job driving his friends and colleagues away. But Paige is an unstoppable force. Before he knows it, he’s drawn into their lives. As it turns out, Paige and Dillon are going to need a cop in their corner. And Tommy needs Paige to drag him out of his self-pity and back to life. The related novella NEEDING NITA is still available independently for free.

Available in PDF, EPUB and Kindle. Book excerpt: Essays and reports examining the reality of police violence against Black and brown communities in America. What is the reality of policing in the United States? Do the police keep anyone safe and secure other than the very wealthy? How do recent police killings of young Black people in the United States fit into the historical and global context of anti-blackness? This collection of reports and essays (the first collaboration between Truthout and Haymarket Books) explores police violence against Black, brown, indigenous, and other marginalized communities, miscarriages of justice, and failures of token accountability and reform measures. It also makes a compelling and provocative argument against calling the police. Contributions cover a broad range of issues including the killing by police of Black men and women, police violence against Latino and indigenous communities, law enforcement’s treatment of pregnant people and those with mental illness, and the impact of racist police violence on parenting. There are also specific stories such as a Detroit police conspiracy to slap murder convictions on young Black men using police informant, and the failure of Chicago’s much-touted Independent Police Review Authority, the body supposedly responsible for investigating police misconduct. The title Who Do You Serve, Who Do You Protect? is no mere provocation: the book also explores alternatives for keeping communities safe. Contributors include William C. Anderson, Candice Bernd, Aaron Cantú, Thandi Chimurenga, Ejeris Dixon, Adam Hudson, Victoria Law, Mike Ludwig, Sarah Macaraeg, and Roberto Rodriguez. Praise for Who Do You Serve, Who Do You Protect? “With heartbreaking, glass-sharp prose, the book catalogs the abuse and destruction of Black, native, and trans bodies. And then, most importantly, it offers real-world solutions.” —Chicago Review of Books “A must-read for anyone seeking to understand American culture in the present day.” —Xica Nation “This brilliant collection of essays, written by activists, journalists, community organizers and survivors of state violence, urgently confronts the criminalization, police violence and anti-Black racism that is plaguing urban communities. It is one of the most important books to emerge about these critical issues: passionately written with a keen eye towards building a world free of the cruelty and violence of the carceral state.” —Beth Richie, author of Arrested Justice: Black Women, Violence, and America’s Prison Nation

This book is going to expose the intimate details of a quota system mandated by a police administration. People speak in the clich sense of being a rebel within the scope of their occupation; this book exemplifies how one authentic rebel did just that. Book excerpt: The history of policing dates back to antiquity, when great civilizations such as Egypt, Greece, and Rome developed the first systems to enforce public order. In the time since, countries have developed modern, efficient, and professional police forces to help catch criminals and impose order in the streets. This guide covers the history and development of policing activity, complementing the story of law enforcement with discussions of the theorists and lawmakers who most influenced its evolution. The text also focuses on the two greatest crises faced by law enforcement today: the rise of terrorism and tensions with racial minorities.

The aftermath of the attack leaves him in the middle of the world’s biggest secret: the existence of government agencies that regulate the supernatural. They insist that David’s “luck” is actually a supernatural gift, and he’s immediately recruited into ONSET, the most shadowy part of America’s thin blue line of police protectors. Questioning both his gifts and the agency he now serves, David is drawn into an escalating battle that threatens all of humanity. Book excerpt: This book provides a detailed account of the history, consequences, and events leading up to the ‘Inkathagate Scandal’ which changed the course of South African history. It states that Inkathagate was the work of one man – Brian Morrow – who outraged by the racism, corruption and torture rife in the Security Branch of the South African Police in Durban where he worked, resolved to do something to expose the reality of apartheid hidden from white South Africa and the world. It also discusses the Inkatha files, which Morrow had covertly copied and handed to the media in 1991, and also analyses Morrow’s purpose, ambitions, and what followed after. Print editions not for sale in Sub-Saharan Africa. This book is part of Routledge’s co-published series 30 Years of Democracy in South Africa, in collaboration with UNISA Press, which reflects on the past years of a democratic South Africa and assesses the future opportunities and challenges.
