Download or read book After a California Earthquake written by Risa Palm and published by University of Chicago Press. This book was released on 1992-04-15 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: Shortly before the Loma Prieta earthquake devastated areas of Northern California in 1989, Risa Palm and her associates had surveyed 2,500 homeowners in the area about their perception of risk from earthquakes. After the quake they surveyed the homeowners again and found that their perception of risk had increased but that most respondents were fatalistic and continued to ignore self-protective measures; those who personally experienced damage were more likely to buy insurance. A rare opportunity to analyze behavior change directly before and after a natural disaster, this survey has implications for policy makers, insurance officials, and those concerned with risk management.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers the effectiveness of insurance coverage for low-probability, high-consequence events such as natural disastersâ€"and how insurance programs can successfully be used with other policy tools, such as building codes and standards, to encourage effective loss reduction measures. The authors discuss the reasons for the dramatic increase in insured losses from natural disasters since 1989 and the concern that insurers have about their ability to provide coverage against more such events in the future. It addresses why there has been an increasing demand for hazards insurance, what types of coverage private insurers are willing to offer, and the role of reinsurance and private-/public-sector initiatives at the state and federal levels for providing protection to victims of natural disasters. Detailed case studies of the challenges facing Florida in the wake of Hurricane Andrew in 1992 and California following the Northridge earthquake in 1994 reveal the challenges facing the insurance industry as well as other concerned stakeholders. The National Flood Insurance Program illustrates how a public-/private-sector partnership can mitigate damages and provide financial protection to victims. The book identifies new initiatives for reducing future losses and providing funds for recovery through cooperation by the relevant parties.

Book excerpt: This book is based upon work supported by the National Science Foundation under Grant Nos. CMS-9542154 and CMS-9316749. Any opinions, findings, and conclusions or recommendations expressed in this material are those of the authors and do not necessarily reflect the views of the National Science Foundation. We wish to acknowledge the collaboration of Professor Shinobu Kitayama of Kyoto University in sharing in the design of the study. Kitayama developed the application of the concepts drawn from "cultural psychology" to the specific research topic of earthquake hazards response, conducted focus groups in Yaizu and Shimizu that resulted in the development of a cross-cultural questionnaire design, was in charge of the survey execution in Japan, and participated in every stage of the analysis of survey results. Professor Mayumi Karasawa of Shirayuri College in Tokyo coordinated the administration of the survey research in Japan. In Japan, an undergraduate, Takahiko Masuda of Kyoto University, managed the data analysis and coordination with the Oregon team. In Oregon, two graduate students in geography participated in the study design and execution: Tom Kochevar, and Daphne Minton.
