Book excerpt: There are few places where mobility has shaped identity as widely as the American West, but some locations and populations sit at its major crossroads, maintaining control over place and mobility, labor and race. In Collisions at the Crossroads, Genevieve Carpio argues that mobility, both permission to move freely and prohibitions on movement, helped shape racial formation in the eastern suburbs of Los Angeles and the Inland Empire throughout the nineteenth and twentieth centuries. By examining policies and forces as different as historical societies, Indian boarding schools, bicycle ordinances, immigration policy, incarceration, traffic checkpoints, and Route 66 heritage, she shows how local authorities constructed a racial hierarchy by allowing some people to move freely while placing limits on the mobility of others. Highlighting the ways people of color have negotiated their place within these systems, Carpio reveals a compelling and perceptive analysis of spatial mobility through physical movement and residence.

Despite a crime rate that has been falling steadily for decades, California has led the way in this explosion, with what a state analyst called "the biggest prison building project in the history of the world." Golden Gulag provides the first detailed explanation for that buildup by looking at how political and economic forces, ranging from global to local, conjoined to produce the prison boom. In an informed and impassioned account, Ruth Wilson Gilmore examines this issue through statewide, rural, and urban perspectives to explain how the expansion developed from surpluses of finance capital, labor, land, and state capacity. Detailing crises that hit California’s economy with particular ferocity, she argues that defeats of radical struggles, weakening of labor, and shifting patterns of capital investment have been key conditions for prison growth. The results—a vast and expensive prison system, a huge number of incarcerated young people of color, and the increase in punitive justice such as the "three strikes" law—pose profound and troubling questions for the future of California, the United States, and the world. Perhaps this gap is due to the severe repression that radicals of any color in America faced as early as the 1930s, and into the Red Scare of the 1950s. To be radical, and black and a woman was to be forced to the margins and consequently, these women’s stories have been deeply buried and all but forgotten by the general public and historians alike. In this exciting work of historical recovery, Dayo F. Gore unearths and examines a dynamic, extended network of black radical women during the early Cold War, including established Communist Party activists such as Claudia Jones, artists and writers such as Beulah Richardson, and lesser known organizers such as Vicki Garvin and Thelma Dale.
