This book was released on 2008-09-30 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tax cuts were the central economic policy focus of the Bush administration from 2001 to 2004. Every year, the administration advocated and succeeded in enacting significant tax reductions, all of which expire by the end of the decade. These policies represent a major shift in the design and impact of the American tax system. Additional changes proposed by the administration--to dramatically expand tax-preferred saving accounts and to make the existing tax cuts permanent--would move even farther in new directions. This book provides an economic assessment of the Bush administration's past and ongoing drive for tax cuts. William Gale and Peter Orszag, noted scholars in tax policy, provide historical context for the administration's tax policy and examine its effect on both short- and long-term economic growth. The authors assess the consequences for the federal budget from the enacted and proposed changes in the tax system and examine who wins and who will ultimately lose from the overall effects of the tax cuts. They also examine the links between the administration's tax agenda, government spending, and broader-based tax reform options. Taxing the Future emphasizes that low- and moderate-income households in future generations may ultimately be the ones who pay the most to finance today's tax reductions.

Book excerpt: Congress is considering allowing the Bush tax cuts' rate reductions for high-income households to expire at the end of 2010 while providing a deficit-financed extension of the middle-class portion of the tax cuts. This combination would damage economic growth by hiking marginal tax rates on saving and investment while swelling the budget deficit. The vulnerable state of the high-income rate reductions is largely due to the failure of supporters of the Bush tax cuts to make the economic-growth case for these reductions.

Available in PDF, EPUB and Kindle. Book excerpt: When he took office in 2001, George W. Bush inherited the strongest economy in American history. He inherited the largest federal budget surplus in American history -- and the prospect of paying off the entire national debt in just eight years. He inherited a strong dollar and sound fiscal policy. He inherited a nation whose economy was so strong that commentators who just a decade before were predicting American decline were now complaining about American dominance. And yet, Dubya blew it. Squandered everything he'd inherited from President Clinton. We thought if Junior was good at anything, it was inheriting things. It's Still the Economy, Stupid is the story of how America's CEO -- our first MBA president -- has trashed our economy. It shows: • How he wasted the surplus on massive tax cuts for the hyper-rich. • How he talked down the economy for his short-term political gain, then passed an economic program that has put 1.8 million Americans out of work and cost investors $4.4 trillion. • How he abandoned his free-trade rhetoric to adopt protectionist tariffs, effectively raising taxes on consumers. • How he walked away from needed investments in education, training, and all the things that make us smarter, safer, and stronger economically. • How he plans to go on from here to cripple Social Security and to allow the privileged to avoid even more taxes. It makes you wonder: What do they teach you at Harvard Business School?

Book excerpt: "In this book, Bartlett attacks the Bush Administration's economic performance root and branch, from the "stovepiping" of its policy process to the coercive tactics used to ram its policies through Congress, to the effects of the policies themselves. He is especially hard on Bush s enormous new Medicare entitlement and predicts that within a few years, Bush's tax cuts and unrestricted spending will produce an economic crisis that will require a major tax increase, probably in the form of a European-style VAT."--BOOK JACKET.

Available in PDF, EPUB and Kindle. Book excerpt: Critics of the Bush tax cuts often dismiss the tax changes as a failed experiment in free-market economics. Noting that economic growth was slower in the years following the cuts than in the years preceding them, some critics see the experience as evidence that tax cuts simply do not work. But the claim that these tax cuts exemplified free-market economic thinking is baseless. In this paper we show that the Bush tax cuts had a number of problems from a market-oriented perspective: they were phased in slowly, they were set to expire within a decade, they entailed a Keynesian emphasis on stimulating aggregate demand, and -- above all -- they were undertaken without any effort to reduce spending. In light of these problems, there is no reason to overturn decades of theoretical and empirical research supporting the link between low taxation and growth. The episode offers a cautionary lesson in how not to cut taxes.

Book excerpt: Foreword by President George W. Bush With contributions from world renowned economists and Nobel prizewinners, The 4% Solution is a blueprint for restoring America’s economic health The United States is reaching a pivotal point in its economic history. Millions of Americans owe more on their homes than they are worth, long-term unemployment is alarmingly high, and the Congressional Budget Office is projecting a sustainable growth rate of only 2.3%—a full percentage point below the average for the past sixty years. Unless a turnaround comes quickly, the United States could be mired in debt for years to come and millions of Americans will be pushed to the sidelines of the economy. The 4% Solution offers clear and unflinching ideas on how to revive America’s economy. It sets a positive economic goal and asks some of the top economic minds on how to achieve it. With a focus on removing government constraints, The 4% Solution defines the policies that will allow Americans to save, invest, and create the jobs that the United States needs. The 4% Solution draws on the best minds in the business, including five Nobel laureates: · Robert E. Lucas, Jr., on the history and future of economic growth · Gary S. Becker on why we need immigrants in order to grow · Edward Prescott on the cost (to growth) of the welfare state · Vernon Smith on why housing leads us into and out of recessions · Myron Scholes on why we need to innovate in order to grow the economy

Book excerpt: This highly anticipated addition to the "Great Questions in Politics" series offers a provocative argument about the persistence of bad ideas in shaping American economic policy. The result of a collaboration between political scientist Bryan D. Jones and economist Walter Williams, The Politics of Bad Ideas is indispensable reading for any study of American government, public policy, or economic and budgetary analysis. The Politics of Bad Ideas examines why, over the last quarter century, bad economic ideas -- such as cutting taxes without cutting spending -- have become so influential in shaping government policies. Using in-depth research and trenchant political and economic analysis, the book explores why those bad ideas continue to survive despite overwhelming evidence that they in fact cause damage to the federal government's long-term fiscal stability and the American economy.

Book excerpt: Following through on pledges made during his election campaign, President Bush proposed and Congress passed a substantial tax cut in 2001, the Economic Growth and Tax Relief Reconciliation Act (EGTRRA). Much has been written about the size of the tax cut, its impact on the federal budget, its distributional consequences, and its short-run macroeconomic impact. There has been less focus on EGTRRA's incentive effects; one of the most important potential behavioral effects is on saving. To analyze the behavioral effects of the Bush tax cut on saving and other macroeconomic variables, I use the Auerbach-Kotlikoff (1987) model in conjunction with the NBER's TAXSIM model. An interesting by-product of this analysis is the 'dynamic scorin g' of the tax cut - the estimated feedback effects of behavior on revenue. By comparing the revenue losses generated by the model with those that would occur without any behavioral response, one can estimate how much of the static revenue loss would be recouped by expanded economic activity. The simulations suggest that dynamic scoring has a significant impact on estimated revenue losses, but that the tax cut's impact on national saving is still negative in the long run
